Niuland: DC suspends site permits in govt premises

Permit holders asked to submit permits for examination

Dimapur, May 14 (MExN): Niuland Deputy Commissioner Ajit Kumar Verma has issued an order informing that all the site permits issued for areas surrounding the erstwhile Additional Deputy Commissioner Office, Niuland, GA Rest House and Quarters, and other District Administration buildings under Niuland town have been suspended with immediate effect.

Directing all such permit holders to surrender the site permit to the Deputy Commissioner’s office at the earliest for examination and necessary proceeding in the matter, the order also stated that “any sale/purchase/gift of the permits is prohibited and such transactions if any shall be considered null and void.”

As per the order, the DC’s office has been notified that several site permits has been issued without any proper survey or verification of the site and due approval from the competent authority within and around the premises of the government premises. 

With the District Administration being the nerve centre of the government machinery at the district level, it said that the mentioned government premises are not only strategically crucial in terms of security and maintenance of law and order in district but also reflect the face of the district government machinery. Therefore such government premises require top priority in maintenance of security, safety, sanctity, privacy and keeping it free from any type of encumbrance, encroachments and hindrances.

“However the rampant mushrooming of private buildings by way of random issuance of such site permits and illegal construction thereof is not only causing hindrances to its proper maintenance and future development but also posing a potential threat to the security, safety, sanctity and privacy of the above mentioned government premises,” the DC’s order maintained.

It further underscored  that with the upgradation of the Niuland as 14th district of Nagaland, there is an urgent need to ensure that the existing government land especially the crucial locations of above mentioned government premises are free from all type of encroachments and encumbrances for proper development of Niuland Town as a full-fledged district HQ.

In this connection, DC Verma, citing ‘condition No-02 of the Site Permit/Agreement,’ stated that the Government is empowered to take back the government land allotted under such site permits as and when necessity arises, which may be read as; “The Government will take over the land duly allotted to the individual basing on the necessity arising for government purposes. But no alternative site shall be allotted except in some special category.”

The order stated that after careful examination of the scenario and consultative meeting conducted with the relevant stakeholders in the matter, “the undersigned (DC) is satisfied that that the necessity has arisen to take over such government land issued under the above mentioned site permits to maintain the security, safety, sanctity, privacy and proper development of such government premises.”

As such, the order stated that all site permits issued for areas surrounding the government premises have been suspended with immediate effect and that all further transactions in this regard would be considered null and void.
