‘No meets, rallies, loud speakers during by-poll’

Dimapur, April 26 (MExN): Holding of public meetings or taking out procession/rallies or use of loud speakers will be restricted during the ensuing bye-election to 26-Aonglenden A/C.
The Deputy Commissioner & Returning Officer, Mokokchung Lithrongla G.Chishi in a note addressed to the political parties, Mokokchung division and contesting Candidates, 26-Aonglenden A/C stated that the regulation has to be strictly followed by all concerned.
She stated in the note that restriction has been imposed as per the Part-11 and Part-111 of the Model Code of Conduct for the guidance of political parties and candidates.
“It has come to the notice of the District Administration and Police Authorities that, inspite of the various relevant instructions of the commission’s being provided to the parties and candidates and appeals being made by the election authorities  during a meeting with the political parties, candidates or agents, the procedure  for obtaining prior permission or giving advance intimation to the concerned authorities for holding such political meetings, processions/rallies or use of loudspeakers etc.,  are not being followed by the organizers. Therefore, non-compliance to the Commission’s instructions is considered a cross violation of the Model Code of Conduct,” she stated.
Concerning submission of expenditure plan, she said in the note that in view of the Election commission’s introductions of new mechanism for election expenditure monitoring system, the candidates are required to submit the expenditure plan to the district election officer indicating the details of expenditure on public meetings/rallies etc. in Annexure-16 at the time of applying for permission to hold the public meeting/rally etc. In this regard, photocopy of the Commission’s Instructions on “Expenditure Monitoring in Elections has already been supplied to the Candidate/Agent vide this office letter No.ELE/CDT-14/2011/92 dated 19th April, 2011”.
 Therefore, in the interest of conducting the ensuing bye-election to 26-Aonglenden A/C in a peaceful, free and fair manner and to enable the District Administration and police authorities to make necessary arrangement for controlling traffic and maintaining peace and order, the district administration is constrained to remind the political parties, candidates/election agents to initiate all necessary precaution  to obtain prior permission from the district administration and the police authorities to be properly informed giving details of the nature of meeting, procession/rally or use of loudspeakers etc. In addition, the  expenditure plan for holding such public meeting/rallies etc., in Annexure-16 as indicated above should also be submitted mentioning the details while applying for permission, the note stated.
 She also said in the note that the political parties, candidates are requested to exercise control to the maximum extent possible to avoid violation of the code of the conduct and also misuse by undesirable elements during the electioneering period.
