NPCC expose fund misuse by bogus firms, societies

Alleging the present DAN government of “misgovernance,” the Nagaland Pradesh Congress Committee (NPCC) President S.I. Jamir today said that the Opposition Congress had submitted several representations to the government and Governor of Nagaland but till date no action has been received from their side.

He said that Congress MLA Sentichuba today lodged a complaint with the State Vigilance Commission for thorough investigation on the proven facts of “forgery, cheating and fraudulent drawal of huge public funds” under Social Welfare Department, Nagaland by “three bogus firms and societies” namely Khoyo Tribal Women Welfare Society, Midland Kohima, Reach Out Society, Duncan Bosti, Dimapur and M/s C. K. Enterprises.

Addressing a press conference here at Congress Bhavan, Jamir said that huge amount sanctioned by the GoI to the state department for implementation of Supplementary Nutrition Programme (SNP) was allotted to Khoyo Tribal Women Welfare Society and Reach Out Society. “But on investigation by members from the party, it is discovered that these two societies are not registered under home department. We found that the documents intentionally used by the two societies as genuine are actually forged/fake.”

NPCC Chief also stated that it found that “members of Khoyo Tribal Women Welfare Society are the close kith and kin of Parliamentary Secretary, Social Welfare department,” adding that the actual existence/ identity of Reach Out Society has also become doubtful and questionable.

He said the manner in which M/s C.K. Enterprises had manipulated/doctored the official documents/records for fake registration of the firm has become questionable and challengeable.

“We have evidence to prove that both Khoyo Tribal Women Welfare Society and M/s C.K. Enterprises are associated with the Parliamentary Secretary and huge funds are drawn in his favour,” Jamir said.

He stated that its complaints are based purely on documentary evidences obtained from the concerned State departments through RTI.

“We are aware that there are relevant sections under IPC and Anti- Corruption Act wherein stern actions has to be taken against such acts, when proven true,” he said adding that its humble appeal is being made to the State Vigilance Commission for necessary probe and action deemed fit under the established law.

Expressing the hope that the commission will take up the matter seriously as prayed for, in the interest of the public, the NPCC chief said “However, should the need arises to take up the matter at the higher level, the next Congress government shall definitely initiate central SIT or CBI inquiry.”

In a complaint against “forgery cheating and fraudulent drawal of huge public funds by bogus societies” under Social Welfare Department, Nagaland which was addressed to Commissioner State Vigilance Commission, the petitioner Sentichuba, Congress MLA said that as a senior and responsible member of Nagaland Legislative Assembly he was constrained to bring to the notice of the former the findings pertaining to the implementation of Supplementary Nutrition Programme (SNP), a Centrally Sponsored scheme (CSS) in the Department of Social Welfare, Nagaland during the financial year 2008-09, 2009-10, 2010-11 & 2011-12 with relevant documentary evidences.

The petitioner Sentichuba appealed to the Commissioner State Vigilance Commission to thoroughly investigate into the matter to establish the facts- about the authentic status of the two societies, ascertain the true identity of the two society members and their relationship with the Parliamentary Secretary, identify the person/officer (s) involved in forging false document/record and sanction appropriate action against the culprit/defaulter (s) as per the established law of the land.
