NPGs Taxation menace

How long should the public bear the brunt of unabated tax? The businessmen are never at a loss as the same is recovered from consumers. The public is in confusion about whom to blame - the GOI or the NPGs for the unabated tax. As each faction have their own standing personals (military and civil wing) to sustain their government. The various factions in Cease-fire are legally recognised by the GOI by signing a Cease-fire agreement. 

Now the question mark in every Naga's head is: Are the various factions in Cease-fire aided financially by the central/state government to stop them from collecting various taxes during the Cease-fire period? If yes, the public has every right to question the NPGs for the unabated multiple taxation. If no, then how will the factions in Cease-fire maintain their government? 

Without financial aid, the NPGs will find ways and means to extort for the survival of their government where various orders by the GOI or GON will have no effect. GOI must be sincere enough with the NPGs as slowly an enmity between the Naga public and the NPGs is growing in the form of public uprising. The patience of the public is running out. It is high time for the NPGs to either abrogate the Cease-fire or to accept what they have negotiated with GOI. A doomsday is not far for Khalistani-like turmoil to happen here in Nagaland. Let's ponder who is at fault: GOI, NPGs, CSOs, or the Naga public?
