Protests as NPSC cancels appointment to EAC post

JUST WHEN the dust appeared to have settled over last year’s bribery scandal in the Nagaland Public Service Commission (NPSC) the premiere institution of the State has now admitted to ‘errors’ it had made in selection to an EAC post. Speaking to The Morung Express, NPSC Secretary S. Among Ao, admitted that ‘certain mistakes’ were made in regard to the appointment of one Velule Tureng for the post of EAC and that marks differences were detected only after ‘evaluation’. The Secretary however refused to provide further details. Following this detection of error, Tureng’s appointment as EAC has been cancelled and another person with higher marks appointed in her place.

Meanwhile, backed by necessary documentary corroboration, two organizations have strongly charged NPSC for ‘arbitrarily’ canceling the selection and subsequently, the appointment of a successful NPSC candidate identified as Velule Tureng to the post of EAC although the Nagaland Government had served her appointment towards that effect. 

According to a representation addressed to the Chairman of the NPSC submitted by two Chakhesang frontal organizations, the Chakhesang Students Union (CSU) and the Chakhesang Youth Front (CYF) it stated that the NPSC through its notification No. NPSC/CON-15/2004 dated Kohima, the 30th November 2005, had declared the list of successful candidates for the post of NCS, NPS & Allied Services 2005, wherein Velule Tureng was placed for the post of EAC in Serial No. 9 against BT reservation for the Chakhesang tribe. Consequent upon the recommendation of the NPSC, the Government of Nagaland through its memorandum No PAR-3/19/86 (pt.1), dated Kohima, the 17th January, 2006 had served an offer letter to Velule Tureng for the post of EAC, Nagaland Civil Service Group-A (Junior Gazzetted) in the scale pay of Rs. 8000-275-13500 plus all other allowances as are admissible under rules in Nagaland from time to time.

Velule Tureng then submitted her acceptance to the offer through her acceptance letter dated Kohima, the 20th January 2006 to the fulfillment of the conditions of service along with her character antecedent, identity certificate and Oath of allegiance to the constitution of India, according to the representation issued by Vevoyi D Vadeo, CSU President and Mosonyi Nukhu, CYF President. “Cancellation or recalling the nomination at this stage amounts to serious breach of contract” the two frontal organizations stated expressing shock at what it termed as unscrupulous action of the commission “playing with the career of our promising Youth who are aspiring to serve the state and its people with great vision and dedication.”

“This willful act of causing injury to the integrity of the deserving candidate is beyond comprehension and human tolerance” it stated and strongly demanded from the concerned authority immediate revocation of the cancellation of nomination in respect of Tureng and warned that the matter would be pursued till justice is restored to the deserving candidate.
