NSDMA develops module to train community first responder

The community needs to be properly trained and empowered for faster and more effective disaster management, says the agency.

Dimapur, September 22 (MExN): The Nagaland State Disaster Management Authority (NSDMA), Home Department today said that it will be conducting ‘Community First Responder’ (CFR) training on disaster management in all the districts in a phase manner from September – November.

The CFR is conducted based on the understanding that while the first response in any disaster comes from well- intentioned but untrained personnel, this at times escalates the “after-effects of a disaster” and further endangers the victims, an NSDMA official informed.

The realization that response will be fastest and most effective if a responder is properly trained, has brought about a need to train and empower the community, NSDMA Secretary Khrienuo Metha said in a press note.

The effective management of any disaster by the communities before actual help arrives will not only save precious lives but also help the local administration, he added.

The NSDMA Secretary maintained that this would be possible only when well-planned training courses are imparted in a proper and effective manner.

Based on this concept and also drawing from past experiences NSDMA has also developed a module for training of the CFR, he further informed.

The CFR training is based on a cascading model wherein youth from the sub-divisions will be trained as District Trainer of Trainees (ToTs), who in turn will train youth in their respective villages.

Resource persons for the CFR will comprise of personnel from the Civil Defence &Home Guards, Health & Family Welfare, Fire & Emergency Service and NSDMA.

The NSDMA will also maintain a directory of all these trained youth and utilise them during times of disasters in the State.
