NUNTSA to continue agitation

Dimapur, June 10 (MExN): The Nagaland University Non-Teaching Staff Association (NUNTSA) reiterates that it will continue its ongoing agitation till the University authority fulfills all the genuine demands of the Association. It may be noted that since June 2, 2011 the Association is on indefinite strike in all campuses of Nagaland University but the authority has turned a deaf ear to the demands.
A press note issued by Akiya, Toboka and Mhonbemo, vice-president, treasurer and general secretary, respectively of NUNTSA reminded the University authority that nothing short of the Association’s demands would be acceptable. The note also mentioned highlights of NUNTSA`s demands: DPC/DPE- As per the Central Civil Service (CCS) Recruitment Rules Departmental Promotion Committee (DPC) should meet annually to draw panels to be utilized for promotion over a year and the resultant vacancies to be filled through Departmental Promotion Exam (DPE). The University authority ignoring the recruitment rules, failed to conduct/hold DPC/DPE for the last many years, which had gravely affected/denied promotion to many eligible staff. It may be mentioned that as per the guidelines there is ample provision to promote the staff, however, the authority is employing delay tactics to deny the genuine aspirations of the staff.
Secondly, Assured Career Progression (ACP)/ Modified Assured Career Progression (MACP) scheme through which an employee serving in the same post (s) for 12/10 years are to be given financial upgradation to next higher pay band, this has not been implemented so far. Thirdly, appointments under Compassionate grounds, as per the Central Civil Service Recruitment Rules, should be on regular basis and not on contract. The University authority going against the rules have appointed all the compassionate appointees on contract basis. The Association demands that the anomaly should be rectified. Fourthly, all new appointees after the completion of the probationary period, their services are to be confirmed. However, even for employees serving for more then a decade has not been confirmed.
In view of the above demands, the Association stated that it has been patiently requesting the University authority to fulfill its demands since 2009 without hampering the smooth functioning of the University. “But in spite of our repeated requests/ appeals/ultimatum our exercise had been futile. Because of such uncompromising attitude of the authority the Association is left no option but to resort to our own course of action for fulfilling our demand,” it stated further in the note. Therefore, the Association appeals to the students` community and the public in general to support ‘our genuine cause and bear with any inconveniences arising as a result of the ongoing agitation’.
