Offline ILP for daily wage labourers begins in Dimapur

Dimapur, June 27 (MExN): The Dimapur district administration has announced that offline Inner Line Permits (ILP) for daily wage labourers under the floating population category will be issued with immediate effect. This provision, which marks a significant update in ILP regulations, requires a guarantor in the form of a landlord, house owner, company, or firm.

The directive was issued by Deputy Commissioner Dr. Tinojongshi Chang, NCS, through a notification dated June 26, in accordance with a Home Department notification issued on June 18, 2025.

The new guidelines aim to streamline the ILP issuance process in Dimapur and provide clarity for various categories of applicants. Among the updated provisions, the notification states that the family members and dependents of Central and State Government employees will be exempted from obtaining an ILP if they are in possession of the official ID card of the concerned employee.

Further, heads of duly registered public or private companies can now act as guarantors for their regular employees. In addition, employer certifications may serve as valid guarantor documents, provided they are supported by the landlord or house owner.
Transit passengers traveling through Dimapur are also exempted from producing ILPs, according to the notification.
