‘One Government: one tax’, which government?

The ‘ACAUT’ has brought considerable good Sense to Nagaland in the face of tremendous difficulties from the Government Systems and the National Socialist Council of Nagaland (now Nagalim), the Civil Citizens of the State whole heartedly support the ACAUT -a Non-Profit Organization- and thanks even to the ethnic none-Naga Citizens of Nagaland for the help they give to ACAUT albeit indirect for the common good of all of us. The ACAUT’s Role Model is relevant to the Northeast.  

In comparison with the ACAUT, it is a sad story that the Honorable Members of the August House of the Legislative Body of Nagaland, with All the State Powers and with all the Legalities decisions the State has and with the powerful Machine of the State under its control, do very precious little for Quality Governance of the State.  

What is the quality of life the Leaders are set for Nagaland? Person to persona: the Ministers, all the Parliamentary Secretaries and most Bureaucrats, are all nice persons at face value, only a little less than Angels, but collectively they constitute the Government Looting Machine interested only in  looting the Public.  

The Leaders show no leadership Character, they show no Character, only low common character, Selfishness, no Decency, no Vision, appallingly no Concern for the Have-Nots Poor. It is unfathomable why they enter the Contest for Leadership of the People? People distrusts them but are helpless to remove them. Every Citizen who have voted for the Leaders have every right to rebuke them, from the Chief Minister to the last MLA if they have ears to hear! What is the corrective Way? It is very simple. If the Chief Ministers walk straight, then all her Children will walk straight! Instead, children are hired to teach small children to walk like her! May such not develop into a Naga Culture?  

The recent exposures by the ACAUT of the despicable siphoning off of the Public Fund for Road construction in the Dimapur, the adulteration of Petroleum and Diesel with Kerosene to siphon Off Millions of Rupees to the personal pockets of the Minister-in-Charge and of the Bureaucrats under him, has shown our Elected Representatives and the Bureaucrats have no sense of honor; very thick skinned, and as Jeremiah the Prophet has said: “they do not know how to blush” showing neither personal nor collective shame.  

Why do the people pay Tax to the Government of Nagaland? The people pay Tax to the State Government because it is the People that have elected them: nothing more nothing less. And they have the Freewill mandate of the People! But in the Naga Political scene on the other side of the Coin: the Separate Flag, Separate Passport, Integration of all Naga Areas in the Northeast States into a single Territorial Unit and Sovereignty, according to the Home Ministry, is simply “Not True”.  

On 29 February (leap year) 2012 in a big Consultative Public Meeting at Agri-Expo Ground convened by the FNR; the IM had openly stated Integration and Sovereignty are not possible, yet today even after 3rd August 2016 Indo-IM Accord, the IM again says ‘Integration and Sovereignty’ are still in the Talk.  

How can such contradictory statements come from a Leader of the stature of Muivah, unimaginable? AND, ‘If the Sovereignty question is discarded, then why has there been so much violence, sufferings, bloodshed and killings of Nagas by Nagas’!  

And yet the 60 Honorable MLAs of Nagaland Assembly supports the Indo-NSCN(IM) Accord without knowing  the Terms & Conditions  of the Accord in advance and promised resignation lock-Stock & Barrel  for a future Government of National Socialist Council of Nagalim?!  

The State Government has no relevance to poke their short Nose into the Political negotiation between India and the NSCN (IM). It, the State Government already had negotiated the State of Nagaland with the Government of Nehru and have sworn at least 2 times in their present position to be under the Constitution of India, whereas Muivah still claims the NSCN is outside the Purview of the Indian Constitution. Though the much vaunted ‘unique history of Naga Sovereignty’ now appears to be have been reduced to an unfathomable secret depth of ‘Shared Sovereignty’ - a normal System of governance common to all the States of Indian Union!  

This being the ‘Golmal’ in the affairs of all the Governments in Nagaland, Tax can be paid only to the legally Constituted State Authorities of Nagaland and to no others. The ball is in the court of the Payers.
