Open letter to Chief Minister

Through this column, I on my behalf as well as a concern citizen would like to highlight the step-motherly treatment towards the Tuli “Nagaland Pulp and Paper Company Ltd”, and the plight of the inhabitants thereof. Henceforth, the undersigned will be obliged if the government, adheres to the following grievances:-

1. Tuli, being well industrialized town with ADC and Town council as administrators deny the basic rights of the citizens. There is every scope for development and growth for the said area.

2. Secondly, the state government has so far neglected not only the infrastructural development but hampered the utilization of local employment. Therefore, with the central government policy of taking over sick unit, it is high time that unemployed Nagas are not deprived.

3. Tuli is a malaria borne area and the state government upgraded to Community Health Center (CHC) with 30(thirty) bedded capacity. But it is still in primary health center stage. So it is urgently needed to shift to the new building and provide adequate infrastructure to suffice the graveness of the public.

4. The construction of the fire service station at Tuli was completed last year, but it is not operational till today.

5. The number villages covered under a certain RD Block is too incompatible as concerned with Langpangkong Range. Whereas, one RD covers 19 villages including half a dozen mini towns and depriving of our due rights. There are areas in Nagaland where one RD covers only five villages. Example Kobulong Block. Therefore, the government needs to upgrade some RD blocks under Tuli Sub-Division.

6. Tuli town has nine wards with more than 30,000 populations, water is the primary need for a human being and the people are facing scarcity of drinking water. Now it is being supervised under one Sectional Officer(SO) without office building, therefore, it is desperately needed to upgrade the same to SDO with separate Office building and discretion. 

7. Tuli is an important town bordering with ASSAM crossing by NH-61. And it is a gateway to the three major Districts which also needs to upgrade to Sub-Divisional Information Officer (SDIO).

8. The Nagaland State Transport (NST) Tuli is a major junction station passing by NST service from four Districts viz-a viz Mokokchung, Mon, Longleng and Tuensang. Hence it needs to upgrade with Asstt. Station Superintendent (ASS).

9. Since Tuli is an Industrial Area in the state, It is right time to provide and establish Functional Manager (DIC) for the welfare of the people of Tuli Sub-Division.

10. It has been learnt that the Government of India has sanctioned Rs. 600 Crores for the revival of the Nagaland Pulp and Paper Company Ltd(NPPC) which need to be expedited for implementing the same by the Department of Industries and Commerce, the Government of Nagaland by using the funds judiciously. 

11. Now the Railway Station Tuli(8th Miles) is situated in a jungle about 15 KM(approximate) far away from Tuli town, So it is facing transportation difficulties for both the passengers and suppliers. Therefore the State Government should take up the matters to the Union Government to extend the Railhead upto Tuli town.

12. Most importantly, although the Central Disaster Management Team visited Tuli to assess the destruction by the FLASH FLOOD on 26th May 2005. So far there is no knowledge about the sanction to rebuilt the disaster or to make Dams for any preventive measures.

In conclusion, summing up all the grievances. I would like to appeal the concern MLA, Administrators, Tuli Town Council (TTC), Public Leaders to enlighten the concern department by taking up personal initiatives and interest to look into the negligence and deprivation. I on behalf of the general public will be hoping for a positive out come at the earliest.
