Q Tuccu
President, NSCN (IM)
Hon’ble Speaker and members of the house, I am extremely delighted to welcome each one of you to this Tatar Hoho Winter Session that has come to us in a challenging situation. We should face the situation with exemplary spirit and courage. Thank you everyone for turning up in big number honoring your bounden duty. I welcome the new members who are participating in the Tatar Hoho session for the first time. May you have a meaningful session. Let us also take time to remember the many obituary ceremonies we have come across where many of our members left us. The principles and courage and the spirit of patriotism, and selflessness that they have lived will inspired the next generation to serve the nation in the same manner.
Hon’ble members, in the first place let me remind you that time brings changes and with experiences and events, it helps shape our government for better understanding, building hope and trust that is critically important. The world is constantly evolving and we cannot afford to stay away from the demand of the situation to bring about certain changes allowed by the government protocol. This is in reference to the changes brought about in the government and organization level as well. We must adapt and make decisions to move forward rather than just wait for the things to improve. No one is above the rules and regulation that governs our government and organization including the Naga Army set up. Those given the responsibility should be bold and sincere enough to perform their duties with renewed spirit of dedication and commitment to meet the aspirations of the Nagas. No laxity will be tolerated as we are being watched and people are ready to pass the scrutiny and judgment accordingly.
Hon’ble members, the recent home visit of our hon’ble Ato Kilonser to his native village Somdal and Senapati where the magnificent reception by the people of Southern Nagalim is a reality check for us keeping in view the expectations of the people. It was a historic occasion that will go down into the history of Naga political movement. Needless to say, Ato Kilonser’s spirit of resilience had taken the Naga political movement this far as acknowledged by the people. Such resounding welcome accorded to our legendary leader has to be interpreted in such manner that we move forward to fulfilled the Framework Agreement that he co-signed with Chairman Isak Chishi Swu and India’s interlocutor RN Ravi. We cannot afford to ignore the sentiments and aspirations of the people who turned up in thousands to show their solidarity and oneness in support of Naga political solution. What is demanded by the people is that no efforts should be spared towards the goals set up as testified by the Framework Agreement. We should keep in mind that Ato Kilonser has always been very vocal in his statement about Naga political solution as he leaves nothing to doubt when he made the courageous choice that respect the history of the Nagas and not the convenient one that respect the interest of the government of India.
Hon’ble members, we are on the defensive line as far as our political talk with the government of India is concerned. We have had the courage to stand our ground against the aggressive tone of the negotiators that represents the government of India, because it matt ers our history and cultural heritage as given by our living Almighty God. The history of Naga political issue being flattered by the government of India by way of many good looking agreements bereft of the spirit to implement should not be allowed to be repeated in the hands of NSCN. The 9 Point Agreement, 16 Point memorandum or Shillong Accord are simply given to the Nagas to test our nerves. We cannot allow government of India to flatter us again. History is clear that Nagas were forced to respond to the mishandling of the Naga political issue by the government of India when the NSCN was formed in 1980. The wrongs done to the Nagas has to be corrected in the manner that respect the history of the Nagas. These has been our irrevocable stand and let us stand up against the forces at work to destroy the history of the Naga nation. Unfortunately, the political talk has lost the momentum as there is something sinister behind the facade of Indo-Naga Political Talks. The demeaning political motives is getting very alarming as the government of India has no sincere commitment to solve the Naga political issue other than scheming divisive politics to confuse the Nagas with destructive activities in order to destroy the Naga political identity as a nation. This is the biggest issue that is being tested against us. History will testify how we re-orient our nature of Naga political movement under this challenging situation forced upon us.
Hon’ble members, let us not confuse ourselves why we are so persistent on defending the history of the Naga nation. It has something to do with our collective identity as a nation and our national pride to assert that we are not lost people and the critical importance to build a better future without having to compromise our historical and political identity. The greatest test of the Nagas as indigenous people is how we assert ourselves for our rights to defend our sovereignty in accordance with our history and people’s decision. We should be proud that the history of the Naga people find strong foothold as per international laws and standards. This is the reason why the Nagas under NNC had the courage to declare Naga Independence on 14th August, 1947 and re-affirmed by the 1951 Naga plebiscite.
Hon’ble members, let me remind you that it is the “historical truth” as the reason why international organizations across the world stood firm behind Nagalim represented by NSCN.
UNPO granted bona fide member to Nagalim based on the legitimate historical truth as convincingly highlighted by NSCN. This has allowed NSCN to make presentations in various UN recognized forums on the indigenous and human rights that concern the Nagas.
Hon’ble members, under the given situation where the Indo-Naga Political Talks is not taking us where it should have been, we need to understand together the significance of having second look into our foreign policy .While our international campaign has helped validate our historical claim and sacrifices on world stage to counters any attempts to disprove or marginalized our history, it has also helped us to uphold national values and contributed to nation-building efforts. International recognition of Naga history has also helps define a nation’s identity and attributes credibility and legitimacy at international level. We need to go beyond this to make a credible meaning of our international campaign. Let us get serious with this issue lest we regret later for not doing what is critically important for Nagalim as a nation.
Hon’ble members, another important thing that we need to do something is about grassroots level connection and strategic communications giving them our clear goals and strong leadership without opening any scope of doubt to question us where we are leading the Naga people. This is the need of the day if we have to take forward the Naga political movement with strong foothold in the hearts of the people. People’s based movement should be done by respecting the constructive feedback and suggestions of the people we represent.
Let me take this opportunity to remind you that we are the front-runner freedom fighters for the Naga nation. These demands from us to prove ourselves as a source of inspiration to the people we represent to teach them the value of love for the Naga nation and the sacrifices we have endured. As we scanned the history of the world where freedom movement exists, nothing great was accomplished without making sacrifice. If we have the courage to learn from history and put our trust in God to lead the fight for us, there’s no reason to fear. Let us therefore, prove ourselves as heroes who find the strength to persevere and endure in spite of overwhelming obstacles.
Hon’ble members, under the given situation, I have to be very open-minded and honest to mention the unfortunate turn of events about Forum for Naga Reconciliation (FNR). Because the very role of FNR has impacted the Naga political movement having miserably failed to establish a unifying force for Naga political solution.
In the first place, we have been courteous and professional when approached by FNR on the issue of developing reconciliation with the misguided brothers/groups. No doubt they have put their efforts to contain armed confrontations among brothers. However, FNR has not been able to achieve the primary objective of bringing trust and cooperation among the different groups. Under the circumstances we have to agree to disagree with FNR and move forward as dictated by the demand of the situation. The level of trust and understanding required for a healthy relationship has not been established and the current dynamic is still causing a great deal of distress. We express regret to FNR for the failure to achieve a shared narrative.
On the contrary, it has increased polarization of Naga political movement with multiple factions showing up with doubtful credentials.
Let us be cautious of the dubious role of the pseudo-Naga intellectuals. Their role reflects politics characterized by strong rhetoric and their helplessness to defend the bona fide freedom fighters who have endured blood sweats and tears. Their shallow polarized politics bereft of respect for national interest and identity cannot be accepted in any manner whatsoever. These people were so desperate to score points off NSCN when they kept saying NSCN is demanding flag and constitution from India. What belongs to the Nagas are with us and where is the need to demand from India. On the contrary, we have made our stand very clear that these two issues are non-negotiable. We are simply asking for recognition of Naga flag and Constitution based on the sovereign right of the Naga nation. These are the people with Machiavellian motive to steal the show on Naga political solution plotted by Indian agency. Let us be aware that this is a tightly-plotted game plan with Indian agency behind the scenes. It is unfortunate that sometimes intellectuals put themselves on the wrong side of the issue as they tried to manipulate public opinions and create complex propaganda to confuse the people.
Hon’ble members, in the struggle for our political identity as a nation, our strategic planning is critically important. Unity among us is the cornerstone of our political movement, helping to withstand internal and external pressures. A united front can deter any divisive aggression against the Naga nation and enable a more effective and collective response to any challenges that may come to us. Unity of approach means sharing a common values and working towards collective destiny. It also means to reinforce strong national identity. This shared purpose build trust and resilience that allows the government to overcome adversity and rebuild the government and organization more effectively. Let us therefore, be more matured lest we show the way for India to exploit the politics of endless bickering and schism within the organization. This will only stalled progress and indulge on political maneuver rather than solving our political issues.
At any cost we should not allow this kind of things to come up that erode public trust on our existence as torchbearer of Naga freedom fighters. We are the organization that has accepted the divine inspired slogan “Nagalim for Christ” and as our “battle cry” towards the goals.
Hon’ble members, let us understand together that if we truly abide by our slogan “Nagalim for Christ” and put God first everything else will falls into place. Without God we are nothing. Let us therefore learn to align our life with God’s will through action like seeking His will, trusting His strength and engaging in spiritual service. Accepting the divine power behind the creation of Naga nation, let us once again pledge allegiance to our government and stand together unwavering and resolute to defend our land, culture, history and identity. Every storm will eventually pass if we stand by the truth of Naga history and learn to acknowledge and respect God’ merciful hands upon us.
