Patton on implementation of ILP in Nagaland

Deputy chief minister Y. Patton today made a statement on implementation of Inner Line Permit (ILP) in Nagaland at the third session of the 13th NLA here.

In this statement on the floor of the House, he stated that Government of Nagaland, vide Notification No. CON-15/ILP-1/2004 dated 21st August 2018 has constituted a Committee to suggest measures to strengthen the existing system of issue of ILP in the state as well as to recommend modalities to check influx of illegal migrants. 

The Committee constituted under the chairmanship of Abhishek Singh, Principal Secretary, P&AR has submitted its report and has primarily made the following recommendations: Setting up of a robust online system for Inner Line Permits for issue:, renewal, monitoring including tracking of entry and exit of ILP holders in the State; Setting up of a Register of indigenous Inhabitants of Nagaland (RUN) as a one-tin-le exercise to prevent fraudulent issue of Indigenous inhabitant certificates; and Pros and Cons of extending the provisions of ILP to Dimapur.

He stated that the State Cabinet in its meeting held on February 15, discussed and approved the report submitted by the Committee with the following directions: (a) Extension of ILP to the entire state including Dimapur District,  (b) Entrust the Committee on ILP to frame the Rules & Regulations for ILP implementation within one month. (c) Home Department to initiate the process of development of the online system of ILP.
