KIPHIRE, JUNE 11 (MExN): Alleging that no work had been started till date inspite of initial payment having been received by MLA C. Kipili and T. Torechu, the District Congress Committee Kiphire submitted a representation to the Director of DUDA to with hold the remaining payments against 2006-07 schemes of BADP, DBAP and Common Pool under Kiphire district.
The representation submitted by the president and vice president of KDCC, R. Throngathe Sangtam and Thritsali Sangtam, outlined various schemes and payments received against them along with the percentage of work implemented so far.
Under the DUDA Common Pool for 2006-07, mention was made of road constructions to various villages under 59 A/C Seoychung and Sitimi with a budget amounting to thirty lakhs that had been earmarked, of which half of the payment was released. However till date no specific work location had been indicated and without any signs of implementation and hence it is feared that the fund must have been definitely misused according to the stated release.
Under the same scheme the carpeting of Pungro town road, only two furlong had been completed so far with two and half kilometers still remaining to be completed. The representation appealed for blocking the release of the remaining amount of 20 lakhs.
Under BADP of Pungro Block, the KDCC said that it has been verified that inspite of 45 percent of the project fund amounting to 40 lakhs being received as advance mobilization fund by Torechu, no work had been started for the various schemes. The said schemes were mentioned as construction of approach road Mimi to Khongka (10 lakhs), approach road from Likimro river to Thanmir village (10 lakhs), approach road Vongti village to Tizu junction (30 lakhs), approach road phase II LHEP to Thethezu village (10 lakhs) and improvement of side drain and cross grain from Pungro village to new Vongti (10 lakhs). The Committee therefore asked for holding up the remaining 55 percent of the final payment till the project work was completed.
Moreover under the DBAP, the KDCC mentioned the 50 percent payment received out of the 20 lakhs against 59 A/C Seyochung-Simiti, of which till date no piece of CGI sheet had been received. The Committee demanded that CGI sheets of the said amount should reach the area and should be distributed with the involvement of the administrator of the Area and representative of the department without which they feared that no money or goods might reach the people from Kipili, it stated.
Another scheme detailed was the construction of culvert and protection wall under 59 A/C for which 20 lakhs had been sanctioned for but no work had been started despite the release of 10 lakhs. The release of 30 lakhs against the sanction of 65 lakhs for black topping of Pungro SDO (C) headquarter circular road of which not an inch of work had started has also been asked for the remaining fund to be with held. Construction of approach road CHC Pungro of six lakhs had been sanctioned with 50 percent payment released so far and yet no work had started until now. Besides, the purchase of CGI sheets for Rural Housing for 50 lakhs had been sanctioned with not a single leaf of it issued to the people, stated the KDCC.
The KDCC said that the creation of DUDA for the backward area was a golden opportunity for the upliftment of the generation, however “the MLAs drawing the money and eaten away” had led to the disappointment of the general public against the government. Therefore the committee appealed that the money should reach the people and development assets should be created for the people.
