Kohima, October 30 (MExN): The Joint Coordination Committee (JCC) on IAS Induction—comprising CANSSEA, FONSESA, NIDA, NSSA, and NF&ASA—has decided to continue its ongoing pen-down strike while offering the Nagaland Government a three-day window for dialogue to address its core demands.
In a circular issued on Thursday, the JCC stated that a meeting was held earlier in the day with the Chief Secretary, Administrative Heads of Departments, and representatives of various service associations following an invitation from the Office of the Chief Secretary. The meeting, it said, was convened on the advice of the State Cabinet to find a “workable dialogue” to address the JCC’s key demands—withdrawal of the non-NPSC (Nagaland Public Service Commission) candidate from the IAS induction panel list and restoration of the vacancy circular issued on March 10, 2025.
However, the JCC reiterated that its demands, which it described as upholding meritocracy, are “non-negotiable and non-bargainable.” Any dialogue, it asserted, would be “unacceptable unless it facilitates our core demands.”
The committee further noted that the Department of Personnel and Training (DoPT) and the Union Public Service Commission (UPSC), upon receiving its representations, have communicated back placing the onus of resolving the issue entirely on the State Government. “The ball is now in the court of the State Government,” the JCC remarked, adding that any act of omission or commission henceforth “rests solely upon the decisions of the State Government.”
Stating that the DoPT and UPSC “cannot be blamed anymore,” the JCC maintained that it is now up to the State Government to take the “legal and morally right decision.”
While continuing with its pen-down strike, the JCC said it has decided to keep open a three-working-day window, till November 3, for any dialogue that facilitates the acceptance of its demands.
The JCC, which represents several government service associations, has been protesting against the inclusion of a non-NPSC officer in the IAS induction list, arguing that it undermines merit-based service recruitment and violates established norms.
The JCC is comprised of the Confederation of All Nagaland State Service Employees’ Association (CANSSEA), Federation of Nagaland State Engineering Service Association (FONSESA), Nagaland Finance & Accounts Services Association (NF&ASA), Nagaland In-Service Doctors Association (NIDA), and Nagaland Secretariat Service Association (NSSA).
