PHED sets up dept inquiry to probe JJM allegations

Kohima, December 30 (MExN): The Government of Nagaland has formed a Departmental Inquiry Committee (DIC) to probe allegations surrounding the implementation of the Jal Jeevan Mission (JJM) in the state. The notification, issued on December 19 by the Public Health Engineering Department (PHED), follows reports in local media raising concerns about the program's adherence to guidelines and its execution.

The committee, chaired by Commissioner and Secretary of Cooperation, Zarenthung Ezung, includes members from various departments, such as Mission Director of SBM(G), Er. Gwatilo Tep; Additional Director of Treasuries and Accounts, Amenla Jamir; and Deputy Secretary of PHED, Amentoli Anar, who will serve as Member Secretary.

The Terms of Reference (ToR) for the committee include verifying the status of the works against the Detailed Project Reports (DPRs) and JJM guidelines, cross-checking data in the Integrated Management Information System (IMIS) with actual implementation, addressing grievances, and identifying lapses. The committee has been given 45 days to submit its findings and recommendations.

The move has been hailed by the Nagaland Transparency, Public Rights Advocacy & Direct Action Organisation (NTPRADAO), which has been vocal in its demand for accountability under the JJM scheme. In a statement issued on December 30, NTPRADAO expressed gratitude to the government for constituting the inquiry committee, describing it as a "legitimate victory against JJM corruption for the entire people of Nagaland."

NTPRADAO highlighted its two-month-long efforts, dating back to October 19, 2024, to press for an investigation. The organization thanked Chief Minister Neiphiu Rio for taking a “proactive public welfare stance” and supporting the formation of an independent inquiry committee. "The most appropriate and just action has been taken," the statement read.

The organization announced the suspension of its public protests and mass agitation, stating that it would "wait and watch" as the inquiry progresses. However, it warned the inquiry team to conduct a thorough, unbiased investigation to uncover any corrupt practices. “The SIT must maintain neutrality and ensure transparency in its proceedings, as 22 lakhs of Nagaland’s people and central agencies are watching keenly,” the statement emphasized.

NTPRADAO also called on the PHED Chief Engineer, L. Leyang Khiamnuingan, to uphold impartiality and avoid shielding officials implicated in the allegations. The group pledged to remain a vigilant watchdog, scrutinizing the final report for any anomalies.

“We will leave no stone unturned till justice is delivered and the common masses enjoy the fruits of development to the fullest extent,” it asserted.

The JJM scheme involves a budget of ₹1,649.35 crores aimed at providing piped water to rural households in Nagaland.
