Planning and Co-ordination Dept responds to PDR queries

DIMAPUR, AUGUST 21 (MExN): The Nagaland State Planning & Co-ordination Department today issued a clarification on allegations of double drawal levied by the People for Democratic Rights (PDR), and also released the list of beneficiaries under the Chief Minister’s Corpus Fund (CMCF) as sought by the PDR.  

A press note from the Additional Development Commissioner informed that with regard to financial assistance for UPSC Candidates under CMCF, an amount of Rs 20 lakh was earmarked during 2016-17 for provision of incentive to candidates who clear the preliminary examination of UPSC. 15 candidates were provided Rs 25,000 each it stated, while listing out the names of the candidates.  

“Out of the total amount, Rs 3,75,000 was utilised. The balance amount of Rs.16,25,000 was utilised to meet the expenditure on purchase of computers, consumable items and stationery as the administrative expenses was not provided during 2015-16. This was done after observing formalities and obtaining necessary approvals,” the department said.  

It further stated that during 2017-18, an amount of Rs 25 lakh was earmarked for the UPSC candidates, out of which Rs 2,75,000 was utilised for 11 candidates at the rate of Rs 25,000 per candidate. The list of candidates was also furnished by the department. Meanwhile, the balance of Rs 22,25,000 will be carried forward to the current year 2018-19, the department informed.  

Regarding other financial assistance provided to beneficiaries under CMCF during 2017-2018, the department revealed the list of 71 first batch CMCF beneficiaries who received a total amount of Rs 1 crore 90 lakhs altogether. It also revealed the list of 45 second batch beneficiaries under CMCF 2017-18 who received Rs 50 lakhs altogether.  

The department also listed out the names of 10 other beneficiaries who received a sanction of Rs 1 crore altogether during 2016-2017. It informed that an additional fund of Rs 1 crore was allocated and placed under CMCF in March 2016-17 with specific instructions to be disbursed to the aforesaid beneficiaries.  

With regard to allegations of double drawal for 6 work projects, the department pointed out that the drawal authority for those works was issued on 3/11/2017 but was withdrawn by the Finance Department even before the drawal authority was authenticated by the Directorate of Treasuries and Accounts.  

“So the question of drawal does not arise,” it stated while enclosing a non-drawal certificate issued by the Treasuries and Accounts. “Since the above six works were on-going/completed, Finance Department allocated Rs.200 lakh to Planning & Co-ordination Department for the same and drawal authority No.38 (BUD18-27120t7-l8lJYl400) was issued on 20/12/2017 and the amount was drawn,” it added.  

On another query, the department said that Rs 1 crore was allocated to the Planning & Coordination Department for works executed under Evaluation by the Finance Department to reduce procedural delays and avoid lapse of funds, since the amount was allocated at the fag end of financial year 2017-2018 .  

Accordingly, it stated that the department could complete the formalities and draw the amount of Rs 1 crore on March 31, 2017. The same was disbursed to the Evaluation Department on April 30, 2018 and Actual Payment Receipt has been obtained, it added, while furnishing a copy of the cheque issued to the Evaluation Department.
