The recent press statement of the Eastern Naga Students’ Federation (ENSF) and Eastern Naga Peoples’ Organization (ENPO) regarding the employment of only Eastern Nagas by blood into Nagaland Government Service is laudable as the Organization’s based their stand on the Government Orders viz. RCBT-5/87(Pt-III) Dated Kohima, the 11th June 2012 and AR-8/19179 Dated Kohima, the 1st June 2009 which restricts all Deputy Commissioners/ Additional Deputy Commissioners from issuing ST/BT/Indigenous tribe certificates to children of non-Naga father’s as well as non-Naga children adopted by Naga parents (quote Local Dailies). Here, while acknowledging the stand of the ENSF/ENPO, we the undersigned being a layman apprehends the failure of the respected Organization’s in bringing justice to the victims as stated below.
The decision of the ENSF and ENPO to cancel the appointment of Shri. Relise Sangtam (EAC on probation) who in reality is not a Sangtam by blood but incorporated through marriage of his father to a Sangtam women and also the same case of one Chang NPSC Candidate who was disqualified in the NPSC interview 2012 as per the implementation of the said Government Orders has opened yet another Pandora box where ENSF/ENPO has to justify complete adherence to their decision without prejudice to anyone or without any tribal affiliation. The issue has been observed as a complete failure on the part of the ENSF and ENPO as many loopholes have already been detected and the Eastern Nagas in particular and the Nagas in general needs clarification.
Based on the Government Orders, ENSF and ENPO has taken a right step in cleansing the Eastern Naga Society of who should avail BT/ST/ Indigenous tribe certificates so as to be appointed into various Nagaland Government Services but being the Apex Student Body and Public Organization of Eastern Nagaland, the leaders should not be biased towards the victims while passing the judgement and should seriously maintain the same yardstick to all the Six Tribes within its jurisdiction. The leaders of ENSF/ENPO should not waver on their decision/resolution because of political pressure, individual interest, pressure from Village, Clans or Tribes etc and should rigorously book all the non-Eastern Nagas by blood with same terms and conditions, even if the victim concerned may be rich or poor. However, if the ENSF and ENPO omits some persons or individuals from the preview of its Resolution to implement the above Government Orders, then ENSF and ENPO should cease to exist as its existence would create more problems than solutions.
It is a known fact that one Yimchunger Tribe Candidates is selected in NPSC 2012 as Inspector of Vigilance on Yimchunger BT Quota who is not Yimchunger Tribe by blood. The Commission has selected and recommended his candidature to the post knowing fully well his parentage and lineage. The question arises, why the NPSC is silent about his selection when the Commission has rejected the Chang candidate who too is not a Chang tribe by blood? Again, why is ENSF and ENPO silent on his selection when a Chang and a Sangtam Candidate has been victimized? Why different yardstick is maintained by both the Commission and the ENSF/ENPO when all of them fall into the same category?
Further it is again a known fact that one Hon’ble NPSC Member from the Yimchunger Community is not a Yimchunger by blood but an adopted Yimchunger and so what are ENSF and ENPO going to do about his case? Also the Yimchunger Candidate who was selected as Inspector of Vigilance in 2012 (not a Yimchunger by blood) is from the same Village of the Hon’ble NPSC Member from Yimchunger Tribe (who is not a Yimchunger by blood himself). The Hon’ble NPSC Member after completely knowing the Yimchunger Candidates complete Bio-data being from the same tribe and same adopted Village has selected him as Inspector of vigilance while the victimizing the Chang and the Sangtam Candidates completely. Why different yardstick is maintained by the Government and the Commission for all the Candidates who are not Nagas by blood? Is it because of the fact that the Sangtam and the Chang or say some other victimized tribe doesn’t have a Member in NPSC? Will the Government and the Commission justify the matter to the general Naga public as it seems like a prejudice towards some Community or Candidates?
Why are the ENSF and the ENPO a silent spectator on the above stated case of Yimchunger Tribe? Again it is learnt from reliable source that ENSF and ENPO has recommended some non-Eastern Naga by blood to represent the Six Tribes of Eastern Nagaland in NPSC as member. If it’s a fact then what is ENSF and ENPO playing? Can Eastern Nagas not find a genuine Eastern Nagas by blood to represent the Six Tribes in NPSC as member? Why divisive policy is being played amongst us? The Government should not try to bring in division among the Eastern Nagas by appeasing some Community intentionally and the Apex Bodies of Eastern Nagaland should not dance to the tune of it? If both the ENSF and the ENPO wishes to eradicate the menace of employment of non-Eastern Nagas by blood into any Nagaland Government services or programs under the Government then it is a humble request from us that they should firstly clean the system in the source i.e NPSC before trying to clean up the emotionally, physically and mentally distressed NPSC candidates.
Again, the above stated Government Orders is not meant for the Eastern Nagas alone but it affects the entire Nagas as a whole so why ENSF and ENPO and the general public of Eastern Nagaland not understanding the simple truth which the Government has framed in successive Orders to streamline that only the genuine Nagas should be appointed into Nagaland Government services?
Time has come for the Nagas to wake up from the slumber so that the problem of illegal immigrants infiltrating into the delicate fabric of Naga Society has to be stopped as it is engulfing the whole Nagas into a slow death. It is now or never. Let Nagaland not be converted into another Tripura, Assam or Bodoland where the Indigenous inhabitants are a stark minority in their own place. Why not I, me, you, we and us together make “Nagaland- The Land of the Nagas”.
