Dimapur, June 17 (MExN): The village council of Industrial Village Razhuphe today responded to what was stated only as “the above subject of DMC ward No.12 article” relating to the Lengrijan, Hill View Colony, Ao Khel and Industrial Estate Colony. A note from the village’s head GB asserted that “except Lengrijan” the rest “absolutely falls within” the Razhuphe. The village asserted that it is not part of the DTC or the DMC.
The Village Council’s note appended by its head GB TL Angami said Industrial Village Razhuphe was established in 1968 “as a traditional village under Chumukedima area” as was listed as a recognized village. The area of the village was defined and demarcated in 1981 by the Land Record and Survey Department of Nagaland and “as such, inclusion of these khels within DMC Ward No. 12 i.e. Hill View Colony (Ao and Lotha Khel), Ao Khel (Ao) and Industrial Estate (Aos & Angamis) does not arise at all since the Industrial Village Razhuphe is a village from the very inception under Nagaland Village Council Act and was never a part of DTC or DMC.”
Any attempt to bring these khels and colonies within the municipal council without the approval from the village’s council “is illegal and it is purely an attempt to separate” the village, the council claimed.
According to the note, a PIL with the Guwahati High Court had observed “that during the pendency of the present Public Interest Litigation. Dimapur Town Council Committee has attained the status of a Municipal Council and even thereafter the petitioners village has not been included within the areas of the Municipal Council. The election to the Municipal Council was also held without including the village of the petitioners. In such circumstances, we are inclined to take the views that there is no live issue for adjudication in the case particularly having regards to the fact that no action has been taken by the respondents for inclusion of the petitioner's village within the limit of the Town Committee or the Municipal Council as the case may be.”
Any attempt to include “a portion of Industrial Village Razhuphe within the House Census of 2011 as DMC Ward No.12 without following any due process of law is in clear language amounts to showing disrespect…” the note asserted.
