KOHIMA, AUGUST 24 (DIPR): Nagaland Government employees who have completed more than 3 (three) years of continuous service on Contract/Adhoc as on May 14, 2007 will be eligible for regularisation against the sanctioned post.
Department of Personnel and Administration Reforms, in an Office Memorandum said, regularisation of Contract/Adhoc employees who have completed more than three years of continuous service as stated above will be considered on the condition that there should be a sanctioned post and the employee should fulfill all the eligibility criteria for the post including the requisite educational qualification. However ‘this office Memorandum shall not apply to posts where there are pending court cases and where the posts have already been requisitioned for filling up through the Nagaland Public Service Commission, (NPSC)’.
The P&AR Memorandum said the ‘Suitability Test’ should be conducted by the concerned Departments under the chairmanship of the Head of the Administrative Department with representatives from the P&AR Department and the Administrative Training Institute, Nagaland, Kohima. Qualifying marks should be laid down in advance and only those who qualify such a screening test should be considered for regularisation.
The concerned Departments will then submit specific cases to the government for approval after obtaining the recommendations of the screening committee which will compose of, Chief Secretary as Chairman, Principal Secretary (P&AR) , Commissioner & Secretary (Law), Home Commissioner as Member and Joint Secretary (P&AR) as Member Secretary.
The Departments will furnish to the Member Secretary of the Screening Committee details of all employees proposed for regularisation with relevant documents like creation of posts order, original appointment order, certificates of educational qualification, date of birth, ACRs and result of the Screening Test, wherever stipulated.
All Departments having contract/Ad-hoc employees have been requested to consolidate and submit the names of the contract/Adhoc employees cumulatively and not in piecemeal to the concerned Head of the Administrative Department. The office memorandum to this effect was issued by the Chief Secretary Lalhuma on August 23, 2007. This office memorandum supersedes P&AR memorandum, dated 18th February and May 12, 2004.
