Chief Minister Neiphiu Rio called for a holistic efficacy in the bureaucracy to provide effective administration in the state, but to shun political, social and tribal colour.
Rio, who addressed the 35th general conference of the Nagaland Civil Service Association at Zonal Council Hall today, said that NCS is a premier service by any standard and a great privilege. He urged the officers to take pride in being members of the NCS and to develop the right attitude and motivation towards public service.
Rio also reiterated that peace is an integral part of development, which is why the government has coined the slogan ‘peace for development and development for peace’. He said that while sincere attempts are being made by all concerned to find a final solution to this complex political problem, ceasefire laid the foundation for confidence building, as well as creation of an atmosphere conducive to peace talk and political negotiation. On many occasion administrative officers have to show extraordinary restraint in dealing with delicate situations in matter of interpretation and enforcement of ceasefire ground rules, he said.
“…the bold action shown by some officers during such conflict situations had diffused many a situation, thereby loss of innocent lives and properties are avoided to a considerable extent”, Rio asserted. He also attributes the success of his government in bringing positive changes to the firm support base provided by the district administration.
“Thanks to the efficient back-up provided by bureaucracy, the DAN government has been able to capitalize on all opportunities to ensure balanced administration, infrastructure development and economic upliftment of all sections of our society”, the chief Minister also stated.
He also boasted that after the DAN government came to power there has been marked improvement in the infrastructural development and even budgetary provisions for the administrations. However, all these development efforts require constant vigilance, coordination and effective monitoring by the administrative officers. “Sometimes, you will have to tackle difficult situations, and take unpleasant decisions, which may not please everybody.
Remember, you are not meant to be diplomat in the first place, but magistrates. The tendency to seek consensus in almost every issue, even at the cost of the truth, should be avoided”, Rio stated.
District administration being the main agency between the people and the government, it is imperative for the officers to create adequate awareness, so that the fight against HIV/AIDS is taken on war footing, Rio asserted.
Earlier the NCSA President, Visutha in his presidential address said that providing proper basic necessities of the Officers is truly the answer to the peace and development of the State, thereby making more responsible to the people, unlike the British rulers. He also expressed gratitude to the Government for enhancing the superannuation age of the employees of the State from 57 years to 60 years and added that this will go down in the annals of the employees’ history, which will be cherished by the employees’ fraternity of Nagaland in the days to come. Other highlights of the programme included presidential address, special song by lady NCS officers, a short speech by Chief Secretary Lalhuma, presentation of mementos to IAS inductees and NCS Rtd officers and obituary reference. Later, in the second session Tourism Commissioner and Secretary, Khekiye K Sema presented a paper on ‘Role of Bureaucracy in Democratic form of Government in Nagaland Context’ followed by business hour and election of new office bearers.
