Various charges of anomalies in recruitment as well as of corruption have surfaced in the Sarva Shiksha Abhiyan (SSA) program. It is reported that 29 cheques amounting to Rupees 5, 22,000 which was reportedly dispatched for EBRC Peren and Tening on 19 March, 2005 and 21 April, 2005 are yet to be received by the schools in the said district/sub-division even after a lapse of more than one year. Separate cheques amounting to Rs 5, 22,000 were reportedly dispatched to the said areas’ schools by the District Education Officer, DMA SSA, Kohima for developmental projects. 29 cheques were reported to have been collected by a Project Assistant, Peren and Tening on 19 March, 2005 and 21 April, 2005 but the schools for which the amount is for still haven’t received it, it was alleged.
Taking cognizant of this, school authorities enquired from the concern SSA co-coordinator why the amount, a second installment, has not been received. However, the EBRC Coordinator allegedly refused to “reveal” the matter. Following the development, the matter was reported to the State Project Director Kohima, District Education Kohima and Deputy Commissioner Peren. Still, no substantial response has been received.
According to a statement received here which was issued by Putlak Zeliang and Kamrabe Zeliang on behalf of Peren and Tening schools under EBRC, an office letter No.DEO (K) SSA-15/03-04/38, dated Kohima, 16th January, 2006 clearly indicated that the aforementioned Project Assistant had collected the 29 cheques on 19 March, 2005 and April 21, 2005. The amount is still yet to be received.
The concern department and public were also informed in the statement that there are a plethora of loopholes existing in SSA fund utilization. The schools demanded that the matter of the missing amount be investigated and recovered. It was warned that the investigations be undertaken “before the ignorant and innocent villagers take up the matter in our own way which will be in a defamation and shameful way”.
Also, senior government teachers from Jalukie have alleged that one lady who was appointed as an Under-Graduate teacher (UGT) in Government primary School, New Jalukie on May 23, 2005 and presently posted at Government High school Jalukie Town, Peren has been appointed as TOT without undergoing any prescribed training. According to a letter addressed to Project Director by Mneidalak, on behalf of senior teachers, the lady in question has undergone ‘training’ for one week only that too a mass course for teachers. Discontentment was expressed that she was appointed sidelining more senior and experienced teachers. The teachers demanded that her appointment be nullified immediately and a senior, experienced and capable teacher be instated in her place.
