
Dimapur, November 16 (MExN): With more than 1,000 crore rupees being sanctioned annually to various department in Nagaland by the Ministry of Rural Development for implementation of various grass root public welfare schemes, the Government of India has instituted a ‘Vigilance and Monitoring’ body to look into the supervision, vigilance and monitoring of these schemes. The ‘Vigilance and Monitoring’ members for Nagaland State will embark on its first statewide tour from November 18 to December 13, 2011. This was informed by member T Hayithung Bill Lotha.
Lotha informed that during the tour, the members will visit all eleven districts and supervise, exercise vigilance and monitor the implementation of all programmes sanctioned by the Ministry of Rural Development in Nagaland. The members will monitor the flow of funds at various channels, including allocation and utilization. The members will also look into complaints of misappropriation /diversion of funds and recommend follow- up action. They will also ensure that the programme benefits flow to rural poor in full measures. On the spot verification and evaluation reports will also be conducted.
The schemes which will come under scanner under the Department of Rural Development include MGNREGA, IYA and SGSY; Integrated Watershed Management Programme under the Department of Land Resources; National Rural Drinking Water Programme and Total Sanitation Campaign under the Department of Public Health Engineering; PMGSY under the Department of Road and Bridges; Indira Gandhi Old Age, Widow pension and Disability pension schemes, National Family Benefit Scheme and Annapurna under the Department of Social Welfare.
Officers at the block and district level – i.e project director, block development officer, district project officers, executive engineers, sub-divisional officer, child development project officer and district welfare officers of all eleven districts, are required to be present as per the official tour detail notification. No excuse will be entertained, the member informed.
