
Much have been said and done on Sadar hills issue. Yet the nut/core reasons have not been cracked or explored so as the subject matter is well understood and any settlement related to it is amicable and acceptable to all concerned. The reality and Rationale of the issue remains hidden, under cover by blanket of make up stories or surface write-ups. To Crack the nut open and see the reality would mean a pleasure to one and displeasure to other. However, the truth must be revealed and any right decision should be based on the historical truth and people’s mandate. Hidden truth must be exposed to all people. This is our civic role and moral obligation. The so called, Sadar hills were known as Nagas’ hills during and after British time covering the whole mountains ranges and hills of east, south and West of Manipur. Later on the, Nagas’ hills was renamed Sadar Hills for The aftermath of the creation of sadar hills is the present tribal contention started quite some years back. The Govt. of Manipur is responsible for this long protracted contention. The Sadar hills is made to be a bone of contention between the tribal Nagas and the Kukis.
It is imperative to refer the historical account of the Naga tribals communities in the state of Manipur. Every undertaking or beginning has a basis. The Land in question ( Sadar hills) is historically belongs to the Naga Hill people proven by their ancestral villages and occupation long before the entry of the Kukis. There was no historical account of Kukis before the entry of Britishers into the Region. They are said to have come in search of land for settlement during and after the World War I & II through the Chin Hills passages. Their presences in the Nagas areas were lately known by their rebellious war as haokip revolt 1917. They waged war with the aborigines and native dwellers of the region in trying to occupy the land for settlement. Now in the pretext of their existence and settlement for the past decades, they are demanding a separate land for themselves in the name of Sadar hills district. Despite the historical facts that Sadar hills division is created by curving out of the land of Zeliangrong, Tangkhul, Maram, thangal, Maring, Kharam without their knowledge and consent. This wilful bifurcation of parts of Nagas’ land is a direct attempt to sabotage the will and rights of the Naga people. Therefore the issue is violation of human Rights and so demands immediate intervention of Human rights activists. The fact that the random adjustment and reorganisation of the state and districts boundaries have brought about controversial and tribal contentions which must be resolved or settled through and based on the consensus conclusion and participation of the concerned land owners and people. The M.O.U signed between the Govt of Manipur and UNC, ANSAM and other Naga organisations in 1998 point 2, para, states, “The Govt. of Manipur agreed that resolution of the conflict on the issue of Sadar hills will be brought about through a consensus of the peoples concerned in the interest of bringing about lasting peace and harmony between the Nagas and Kukis” Now the ball is on the side of the Govt. of Manipur to decide the fate of the people of Manipur. However, it is unavoidably imperative to note that the rights of the Nagas over their land cannot be bartered or compromised for the sake of maintaining tribal harmony or Peace. Any conclusion for settlement of the issue must be based on the will and consent of the Nagas as far as the land of Nagas is concerned.
