Dimapur, July 11 (MExN): Director of School Education Nipusilie Angami today said appointments made after he took office were all made through routing files and with the approval of the government. In a clarification, Angami said the “cognate power” for any appointment in the Directorate of School Education was withdrawn since 2002, through and order dated April 8, 2002.
This order came into force from February 1, 2002 but he had assumed office as Head of Department only on May 16, 2005. “During my tenure as HoD, no appointment was made without the approval of the government and all appointments which were made during my tenure were all routed through files,” Angami stated.
Further, in regard to the reported number of “bogus appointments” and “employees” as being 3, 000 during 2002-2007, Angami said the matter is being pursued by the Special Investigation Team (SIT) constituted by the government. Until the investigations are complete there is no way of knowing how many are actually there, Angami implied in his response. “…the actual number of appointments and the nature of these appointments, whether bogus or genuine, will only be known once the SIT winds up its investigation. However, I want to reiterate the fact that during my tenure as HOD, since May 16, 2005, all appointments were made through proper channels and with the approval of the government,” he said.
He further acknowledged that there could be cases of ‘such appointments’ made without routing proper files or without the government’s approval. “However, I want to make it clear that I am not responsible for such appointments which were made without my knowledge,” he said. Angami was arrested earlier by the Vigilance Commission investigating into ‘bogus appointments’ in the School Education department. He was granted interim bail.
