Separate state ST commission to be functional from July: ATSUM

Newmai News Network Imphal | June 27   A separate state commission for Scheduled Tribes under Article 338 (A) of the Constitution will be made functional by next month.   This is a long pending demand of the All Tribal Student Union, Manipur (ATSUM). According to the tribal student leaders, making a separate state commission for Scheduled Tribes functional is their one key demand.   ATSUM leaders then said that on the issuance of offer form to 217 Higher Secondary lecturers recommended by Manipur Public Service Commission (MPSC), the union was informed that offer forms to the candidates recommended by MPSC have not been issued as there is High Court directions not to act upon final results without leave of the court vide order dated 22-2-2016. The court case is likely to be vacated in the next hearing.   The new development came following a crucial meeting between government representatives, including Chief Minister Okram Ibobi Singh, and union leaders here recently.  

Referring to the demand on declaration of result of the recruitment examination for 280 Assistant Professors conducted under MPSC, the government said the matter is now subjudice and pending before the High Court of Manipur.   The union was told that the government has active consideration, willingness and continuous efforts to avail final outcome of 7the court cases and also to vacate the interim order of the High Court staying examination result at the earliest so that the demand of union may be fulfilled. The case is expected to be vacated within three weeks’ time.   The Manipur government has consented to introduce B.Ed as additional course/subject in all government colleges in the hill districts. ATSUM says B.Ed being requisite criteria for recruitment of teachers, it’s a matter of urgency to establish B Ed institutions in all hill districts of Manipur at the earliest.   NOC has been issued for establishment of B.Ed Colleges at Damdel College of Teacher Education and Training at Taloulong, Motbung, TC College of Teachers’ Education at Kangpokpi and B Ed Courses in the existing Mt Average College, Senapati district headquarters, Senapati district, the government said.   The Department of SCERT of Manipur government has been pursuing the proposal for establishment of new CTEs in the hill districts of the state. The teacher Education Appraisal Board (TEAB) decided that in-principle approval would be given to the state’s proposal for establishment of only one CTE in Churachandpur district but on the condition that new institute is integrated with an existing Degree College and this institute is encouraged to run both B Ed as well as 4-year Integrated Programmes.   The Department of SCERT is now awaiting approval and sanction of funds for gthe proposed CTEs in Manipur by MHRD, Government of Manipur even as it is coordinating with the Department of Higher Education to link up the new CTE with the existing Churachandpur College so that the Department of Higher Education can take up creation of new Teaching and Non-Teaching posts required to run Both B Ed as well as 4-year-old Integrated Programmes.   The Directorate of Education (S) has been directed by the Chief Minister to speed up the process of verification of the 333 adhoc teachers to enable regularisation including the 171 teachers who have been recommended by the High Court of Manipur by July end this year.   With regard to demand of bifurcation of power to Additional Director Hills Education (S), the government stated that it had restored the earlier order dated 1-6-2007 declaring Additional Director Education (S) as Head of Department.   The government agreed to fill up 40 ST backlog posts in the assembly where a total of 190 posts to be created in addition. Of which, 43 posts have been reserved for ST. The government also agreed to include one tribal officer of the concerned department in the recruitment board/committee. The union leaders were told in the meeting that the Cabinet would give necessary approval in this regard in its next meeting.   The demand of transfer of land records and police jurisdiction have also been considered and agreed by the Chief Minister who said all land records of the hills, if any, in the custody of the valley districts shall be reconciled or to re-instate/transfer to the hill districts as early as possible. In this regard, ATSUM has been asked to settle the matter with the Revenue Commissioner.   The government further agreed to provide 80 ST backlog posts of staff nurses to be recruited and reservation roster for staff on daily wage and contractual basis will be followed when regularisation is done. It also agreed to include one ST officer of the concerned institute on recruitment board/committee.   On the demand of absorption of direct recruited staff of DRDA into Line Department, the government said that the department has to abide by the guidelines of the DRDA administration and as such proceeding of the DPC submitted by the DRDA is being examined as the standing rules and guidelines of the state.   Concerning implementation of compendium on reservation for Scheduled Castes, ST and other Backward Classes in services, Ministry of Personnel, PG and Pensions Department of Personnel Trainings, a three-member delegation of ATSUM , in continuation of the official discourse with the Manipur government on June 16, 2016,  had a meeting with the Vice Chancellor of Manipur University, Directors of Central institutes like RIMS, CAU and NIT at the Chief Secretary’s chamber on June 20, 2016, which was chaired by the Chief Secretary.   By virtue of being the Commissioner of DP, PK Singh briefed on the issue of reservation in admission and recruitment of Group ‘C’ and ‘D’ posts as per instruction issued by DoPT on June 15, 2010 which stipulates at 34 percent for the state of Manipur.   The Manipur government agreed to follow the reservation policy in admission in Manipur University as per the provision contained in the Central Educational Institutions (Reservation in Admission) Act, 2006 which stipulates 31 percent reservation of ST in all courses.   On the demand of exemption of DIET, B ED and TET as essential qualification for recruitment of teachers under SSA and RMSA, the union was informed that the state government needs guidelines from the Central government in fulfilling this demand. But the government assured that quota for ST in the recruitment process would be kept unfilled.
