The Sunrise Colony Council (SCC) today conveyed to the Naga Council Dimapur (NCD) that the issue of shifting of DMC dumping site from its vicinity pertains “to matter of our survival and to live a healthy life” and therefore it is not in a position to accept an order issued by NCD.
The NCD, on August 9, asked the SCC to keep in abeyance its proposed blockade of Dimapur Municipal Council (DMC) vehicle at the dumping site from August 11 in view of a public meeting to deliberate the issue on August 12. While acknowledging the NCD’s works for the welfare and protecting the rights and privileges of the Nagas since its inception, the SCC said that it differs with the NCD on this current issue.
Representing the voice of the residents of the colony, the Council is just presenting the outcry and grievances of its members, stated in the SCC in a letter to the NCD Chairman.
Apart from environment impacts connected with the well being of the people, there are several laws, rules and directions issued by the Apex Court on environment issues and we as guardians of the people let us all join hands to live in a clean and healthy environment, it said.
It also requested the NCD to refer to the guidelines of Solid Waste Management Rules, 2016 issued by the Ministry of Environment, Forest and Climate Change.
“The dumping ground is not only affecting our Colony but many adjoining colonies and we do not know how far the unseen toxic gases are reaching out to the people silently and mercilessly,” it added.
The SCC further maintained that the present matter is part of “our Universal Human Rights to have our basic needs met” and further cited Article 21 of the Indian Constitution which guarantees “the right to life, a life of dignity, to be lived in a proper environment, free of danger of disease and infection.”
It also called for “studying and reason together the betrayal of the Department of Municipal Affairs.”
In this regard, the SCC requested the NCD to “support and respect the voice of the directly affected residents of the dumping ground area” in asking the government “to allow the people to live in a clean environment.”
“The issue is not about peaceful co-existences but about human survival and healthy life,” it added.
The SCC also maintained that there is no question of “occurrence of any untoward incident” as the lawful citizen are only making legitimate demand of rights and freedom of expression enshrined in the Indian Constitution.
“The Council has already intimated the District administration and the Commissioner of Police about the proposed blockade and the Council in all fairness expect their co-operation,” it added.
Meanwhile, the Deputy Commissioner of Dimapur in a circular has also directed the SCC not to restrain movement of waste disposal vehicles at the dumping site.
SCC selected ‘Cleanest Colony’ in Ward 3
Dimapur, August 10 (MExN): In the midst of the controversy over the shifting of the DMC dumping site, the SCC has been reportedly selected as “the Cleanest Colony in Ward No.3 in the Cleanest Colony Competition” initiated by the Dimapur Municipal Council.
In a letter to the Convenor, Panel of Judges, the SCC conveyed its inability to participate in competition stating, “while appreciating the choice of the Panel, the Council is not aware on what basis our Colony has been adjudged as the best Colony in the Ward as our Colony is only known for dumping the entire garbage and excreta of Dimapur town with lacs and lacs of flies around.”
The Panel may also be aware that the Colony is imposing blockade of DMC vehicles carrying garbage August 11 in connection with demand for shifting of the present dumping ground which is creating health hazard, it added. The Colony while respecting the judgment of the Committee felt that there are more deserving colonies in Ward No.3, the letter said.
