Shoot on sight order for dogs in Nagaland criticized

DIMAPUR, MAY 22 (MExN): The Society for Prevention of Cruelty to Animals (SPCA), Dimapur has expressed concern at the alleged shoot at sight orders for dogs in different parts of Nagaland, setting up of traps, and hunting for animals even during this time of national lockdown.

“During this time of pandemic, it is not only human beings that are suffering, but even animals too, as both are part of the society,” a press release from the SPCA Dimapur media cell stated.

It reminded the people of Nagaland that as per Section 11 of The Prevention of Cruelty to Animals Act, 1960, “killing of an animal/pet is absolutely illegal and amounts to cruelty to animals.” It is a cognizable offence under Section 428 and Section 429 of the Indian Penal Code. Section 428 of the IPC deals with the crime of committing mischief by killing, poisoning, maiming useless any animal or animals of the value of Rs 10 or above.

Violation of section 428 of the IPC amounts to simple or rigorous imprisonment up to two years, or with a fine, or with both. Section 429 deals with animals of the value of Rs. 50/ or upwards. The punishment may extend to five years, or with fine, or with both.

The SPCA therefore appealed the people of Nagaland to resist from any act that is harmful to animals, but rather be a protector to them.

“As of now, there is no report of the COVID-19 being transmitted by pets/animals to human beings,” it further stated.
