After receiving serious physical torture for consecutive 5/6 days in the hands of Interrogation cell, I had been bed ridden for the last couple of months and unable to come out with a clarification regarding the misconception cast on the general public in connection with the missing Rs.13 lakhs of Ukhrul Police where I was RO in SP’s office. I want to express, my displeasure for shifting the entire’ blame and responsibility for the lost money without any substantial prove or evidence on me. It has also been focused in many local and national papers that I was the prime accused in the stealing case, and even extended saying that my family had prepared to recompensate the lost money where we never made any suggestion for repayment to anybody. It is nothing but malicious fraud and attempt to implicate me in the case.
On 8th October evening Cashier Shri. Th Robindro Singh brought the money from Imphal and deposited at RO’s strong room as usual. However, I fell remorseful of my heavy liquor consumption with three other colleagues’ on the fateful night. Next morning we noticed the doors of the Office and strong room broken open and Rs. 1 lakh stolen and Rs. 2. Lakh left behind in a steel trunk. A case FIR No.28 (10)05 UKL. PS. U/S 380/457/341PC was registered at Ukhrul PS and the Cashier and I were detained as follow-up action. Next day on 10th Oct. Shri. Romen Kumar IGP (L&O -II) with DIG Karnajit Singh came to Ukhrul to take the stock of the situation. We were produced before IG. Romen Kumar Singh, IGP, and he asked us to recompensate the lost money within 24 hours or face the consequences for keeping the money at an unauthorized place. Fearing reprisa1 we requested to recompensate the lost money on installment basis as it was impossible to obtain such a huge sum of money at a moments notice. On this note the IG altered the previous FIR and sections of Law and thereby replaced it by section 406/409/420/ 120 (B) IPC. In this case Cashier and my self were named as accused No.1 &.2 and also picked up another 4 Police personnel for questioning with police remand order for 10 days and we all were taken down to Imphal for interrogation.
During interrogation none of them were subjected to torture accept me. I was blind folded and physically tortured for consecutive 5/6 days and not allowed even to say a word for my defense, accepting repeatedly beating and forcing me to confess for no fault. Intolerable pain due to excessive use of physical torture compelled me to make wrong confession on many counts to reduce the torture. As my physical condition was so deteriorated, I was, with the order of CJM/ Ukhrul hospitalized at the RIMS hospital. I was again forcibly taken out from RIMS Hospital and shifted to IMR hospital by OC Shri. Loly saying it was the order of IGP. While in IMR Hospital Shri Loly came to me with a blank paper and asked me to put my signature on it. On my refusal to do so, Loly left the Hospital for a while and came back again. He requested all attendants present by my side to go out for a while as he would like to have a departmental discussion with me. During their absence Shri Loly forcibly took my left thumb impression with the help of two constables on blank paper and went away. I was again shifted to JN. Hospital as both my kidneys were damaged. While in JN Hospital, Shri Romen Kuma Singh, IGP visited thrice in a day and requested Doctors to give full attention to me. He also consoled to my father not to lodge any complaint against police for excessive beating as “Your son Kapangkhui is innocent and his service will not be a affected, I will help him for everything don’t worry” so saying he left Rs. 5000/- behind for my treatments inspite of my father’s refusal.
In this case, I am an innocent and my hand is clean, the truth shall be revealed itself in the days to come. God help me.
