Speaker on legislator’s role in the dev of state

Kohima, Nov 29: Nagaland Legislative Assembly (NLA) speaker Kiyanilie Peseyie today asserted that the need for knowledge of the principles of legislative drafting persons other than the actual practitioners of the art was increasingly realized. “With legislation becoming more and more technical complicated and demanding, I feel the complete knowledge of the legislative drafting should be considered significant, as the parliamentary legislation is meant to last and vitally affect the lives of people for their good,” the speaker told at the valedictory function of the two day-long legislative drafting course for legislators of Nagaland here at ATI, Kohima.

These however, are only structural changes, the more important one is the change of heart, demonstrated through positive action towards the building of a perfect nation, he said. The speaker termed the programme as a rewarding asset for the legislators of Nagaland. Peseyie said the Constitution has systematically created the separation of powers of the three wings of governances; the legislature, the executive and the judiciary of which the legislature is considered the most important component of the three wings being constituted by the people’s representative directly elected with the aspirations of the common man. To fulfill the desires as expected of an elected member, the speaker said “it is our legitimate duty to play our role in the development of the state.”

Referring to the programme, the speaker said the legislators have had an opportunity to avail the view points from distinguished resource persons on different topics such as reading and human development law, law and good governance, peace- a prerequisite for development, law and police administration, designing and new constitution for India and law and e- governance The speaker believed that the deliberations on various aspects of the subject will be found more meaningful and effective in days to come.
