State RD dept under scanner

Dimapur, Jan 29 (MExN): A substantial number of anomalies have been detected in the department of Rural Development ranging from random appointments to questionable procedural clearances. 

Three students have demanded from the Director of Rural Development clarification on certain counts particularly in recruitment criteria. The students – Abemo Odyuo (MA, Nagaland University), Boukato Achumi (B.Sc. Agri) and Limajungla (BA honors) – queried how during the year 2006, 17 posts of BDOs/RDOs/APOs were recruited and 9 BDOs/RDOs/APOs deputations got absorbed in the Rural Development department. This, the students said is in spite of clear standing orders that they (the posts) have no right to claim absorption and regularization. The students demanded reasons why the above mentioned vacancies got P&AR and NPSC clearances. Cognizance was also expressed that 26 post vacancies arose due to demise of three BDOs, post creation in 3 new districts and retirement of some officers from service.  

The students also said that appointments and absorptions were made randomly to the kith and kin of privileged higher-ups flaunting all norms for appointment to gazetted posts “caring two hoots” for the recruiting authorities NPSC and P&AR. 
In view of the mentioned anomalies, the Rural Development director is asked to state the recruitment criteria under his establishment. “If the recruitment to these prestigious jobs is meant only for the privileged ones, there is no point in spending time, money and energy to pursue education but to opt for other noble means for our survival and livelihood” the students lamented.

The intervention of the Naga Students Federation (NSF) is also urged in checking malpractices as the ones pointed above, for the benefit of the deprived lot. The NSF should not be selective in fighting corruption and nepotism for the fact that there are so many discrepancies and loopholes in all major developmental departments, the students opined. Recruitment rules and procedures laid down by the government are never followed and if these are fought against, justice will be delivered to the scores of educated unemployed youth of the state, they said.
