Ready to take on govt. over missing allowances

Kohima: The Confederation of All Nagaland State Services Employees’ Association(CANSSEA) has decided to go ahead and fight tooth and nail against the State government for not implementing the recommendations of the Central Planning Commission. The association stated that State government employees are aware of the benefits that had been brought to them resultant upon the implementation of the Central scale of pay with effect from April 1, 2004. A rough estimate made by the employees’ association shows the benefit of Rs.534 in the lowest scale and Rs.2813 in the highest per month. The confederation, however, has informed that many employees were not aware that they were entailing a big financial loss varying from Rs.0.21 lakh to Rs.1.45 lakh for the period of 22 months dating July 1, 1998 to march 31, 2003 due to the ‘Government’s arrogant and undemocratic approach towards withholding a few conspicuous allowances due to employees.’
In this regard, the CANSSEA said that it had been left with no option other than to contest these missing allowances and related financial packages in the Supreme Court of India. The number of the Writ Petition relating to this case is 565/2000. The case is being argued on behalf of the confederation by a group of professionals headed by internationally acclaimed lawyer KK Venugopal.
The CANSSEA is confident that the Supreme Court will pass a verdict in its favour. As such, the confederation has asked for the undeterred support of all its members in this undertaking.
If a judgement is passed in favour of the CANSSEA, State government employees will enjoy reasonable increase in House Rent Allowance at an enhanced rate of 15% and a Special Compensatory Allowance (SCA or remote locality) at flat rate of Rs.250 on the lower and Rs.1050 on the higher limit as recommended by the fifth CPC vide chapter 106, 15 (b) and (c) and annexure thereunder.
