Strict enforcement of noise pollution rules in Wokha

Wokha, April 2 (MExN): The Wokha District Administration has issued an order for strict enforcement of the Noise Pollution (Regulation and Control) Rules, 2000, in line with directives from the National Green Tribunal (NGT), Central Pollution Control Board (CPCB), and Nagaland Pollution Control Board (NPCB).

The order, issued under the “Polluter Pays” principle, sets out penalties for violations and directs the general public, event organisers, and businesses to comply with the rules with immediate effect.

According to the order, the use of loudspeakers and public address systems requires prior written permission from the District Administration. Their use between 10:00 PM and 6:00 AM, as well as in designated silence zones, is prohibited. Violations will attract a fine of Rs 10,000 and seizure of equipment.

Diesel Generator (DG) sets must meet prescribed noise standards. Penalties include Rs 10,000 for sets up to 62.5 KVA, Rs 25,000 for sets between 62.5 and 1000 KVA, and Rs 1,00,000 for sets above 1000 KVA, along with sealing of equipment.

The order also prohibits the use of sound-emitting construction equipment during night hours in residential areas and silence zones. Violators will be fined Rs 50,000 and face seizure of equipment.

Firecrackers are banned in silence zones and during night hours. The order reiterates time restrictions set by the Supreme Court for bursting firecrackers: Diwali (8:00 PM to 10:00 PM), Gurpurab (4:00 AM to 5:00 AM and 9:00 PM to 10:00 PM), and Christmas and New Year (11:55 PM to 12:30 AM). Penalties range from Rs 1,000 to Rs 3,000 for individuals, Rs 10,000 to Rs 20,000 for event organisers, and Rs 20,000 to Rs 1,00,000 for banquet halls and open ground functions. Repeat violations will lead to sealing of premises.

It further stated that penalties will be doubled for a second violation and tripled for a third violation, after which permission to operate equipment or premises will be permanently withdrawn.

The District Police and designated enforcement authorities have been directed to ensure compliance and impose penalties.

The District Administration stated that the order comes into immediate effect and called for adherence to maintain public health and ensure a peaceful environment in the district.
