Students ask Rio to evict ‘illegal’ land encroachers

Chief Minister Neiphiu Rio has been asked to take action for immediate eviction of five villages, and stoppage of all official processes for government recognition of the same, located within Dhansiripar sub-division, Dimapur. The All Zeliangrong Students’ Union (Assam, Manipur and Nagaland) in a memorandum to Rio listed Kheyeto B, Khehovi, Chikuto, Pukhaho and Vihoto as “illegal” villages which were raised in the land of Mhai-Dungkie, Jalukie Village in Peren District without consultations with the “real land owners.” 

The memo, signed on January 9, alleged that “certain groups of people with vested interest, backed by some leaders” are attempting to establish new villages “in their own names which is beyond our tolerance.” The students said they had learned that some politicians were applying pressure on the government for official recognition of the contentious villages. 

Further, it has also been accused that illegal villages in the area which are on encroached land, and which have already received recognition from the government, are issuing No Objection Certificates stating that “Mr. A or B” has bought lands from them, or that land has been donated to them. 

Issued by President and General Secretary of the AZSU, T Mirhu and Joshua Dangmei, and Chairman of the Zeliangrong Students’ Union of Nagaland, Lungchui, the memo says it is clear from records that all official processes are carried out in connivance with the “illegal land encroachers.” 

It said the new villages seeking recognition have falsely convinced the ‘District Administrators’ by producing NOC issued by “some other neighboring villages” instead of obtaining the documents from the real land owners “and subsequently some magistrates and district administrative officers have been issuing NOC without proper verification by passing all norms and procedures which is against the Govt. Order GA-12/13/74 dtd. 22-3-96.” 

Maintaining that the land is traditionally under the Zeliangrong area of Peren District, the students said, “Taking advantages of the kind generosity of the Zeliangrong people, many illegal land encroachers established their villages in our area and got Govt. recognition.” 

Moreover, the present situation at Peren is such that it faces threat and danger from land-encroaching groups from Dhansiripar areas, the memo further stated. 

Lamenting over the government’s inaction in protecting the community from the hands of the “illegal land encroachers”, the AZSU asked the Chief Minister to comply with their request.
