
In this era of Global Village if at all the Government really doubts the workmanship of the present incumbent BRO/GREEF (the internationally acclaimed road building organization) whose workforce champion the construction and maintaining of Highways in the State and prefers better alternative who could provide advance technology and expertise to deliver goods to the optimum satisfaction of itself (the Govt.) and its citizen. Seriously speaking, why the Government had taken somersault decision? Instead, the pro-people Government should have been invited other organization of International repute or even foreign firm to undertake the job efficiently.
Today, we the public must raise together questions of public importance to let the man in the Chair be heard the cry, agony and suffering of its citizen. The deal in question may not directly affecting all the citizen of the state but definitely it would be worst affected citizen living south-eastern part of the state. And indirectly affecting all the citizen of the state by an act of fooling and taking public for joy ride.
The deal in question will not be benefited in either way, the State Government or the Citizen in the long, run. The citizen can be the best judge to tell which department is running efficiently and effectively in delivering goods to the general public and its employees. If such analogy has been reckoned the NPWD may be at the bottom of the list. Exception to NH-61 which has been constructed very recently, all other PWD roads manned by the department are of motor-able or not, is best known amongst others by His Excellency, the Governor of Nagaland roughing PWD road during his maiden visit to Thuvopisu Village this May 2007.
Let the PWD proved before the citizen that they are really a work-force in the race to be reckoned at par with the present incumbent in toto and get the job done. The deal in question is, by choice or by imposition on the department by the cabinet is a million dollar question. Flouting tender papers and allotment of works order to hot favorite page boy of the politician is a simple arithmetic. But the issue is beyond that, is known to all, road communication is the only life line and viable means of transportation to the people of the state. It is a matter of life and death issue, we are loosing many precious lives by road accident which could be averted whether it is in the Government/private owned vehicle, had the road conditions been properly and regularly maintained by concern department. Whereas, at the occurrence of any unfortunate accident that had happened, the bulk of the blame were shifted to the Driver or the Employer’s negligence but we must realized that road accidents are also being grievously caused due to bad road condition and poor maintenance. The roads repairing and maintenance departments should have owned moral responsibility or charge with contributory negligence.
People needs good quality roads and’ Permanent one. People are fated up roads that can not survived one monsoon and sadly these roads are maintained by the PWD.
The concerned Official in the Chair preaching gospel and social maladies in the news paper or the middle rank officials burbling personnel comments will neither convince the citizen nor handle the job in the long run by the Department. Those who propagate the slogan of pro-people government and championing the development must today withdraw the decision and revert the job to the safe hand of efficient and reliable organization or face the music. Because, the motor-able road today will be a naught tomorrow. Definitely, this will happened tomorrow and if it happens will it not be right to call the deal a mockery, a farce to the development?
If the Government says it will stuck to its decision, citizen must be duped the policy as an Anti-people and a ploy of Systematic Exploitation Policy against its people. Let me explain as to how I am using such a harsh language because one man who wins the tender will be benefited and nothing else, after the major repairing, the maintenance part would go back to the Department where all its daily wage labour force who were poorly paid @ Rs.750/- or so per month at that point of time were mercilessly terminated way back to 2003-2004
The Ministry will come and go but the Government will remain, hence the Government must senses the pulse of its citizen and rectify the wrongs for its citizen.
