
Complaint against non-payment of enhanced salary since 2006
DIMAPUR, APRIL 29 (MExN): The Dimapur Government College Teachers Association has expressed concern over the “insensitive” attitude of the Nagaland government towards the non-payment of “enhanced salary” since 2006 to the government teachers in Nagaland. The association informed that with the introduction of various stringent parameters for the appointment of college teachers, the UGC had also introduced a “fairly good pay package.”
A press note by the President and Vice-President of the DGCTA stated that the Nagaland state government had accepted the 6th pay recommendation by the UGC with a handsome pay package along with stringent service conditions. However, it was informed that the teachers have been denied their “enhanced salaries” for the period from January 2006 to March 2010.
The note also stated that with the concurrence of the Finance department, the Accountant General’s Office issued pay slips to all the eligible teachers’ on October 2010. However, when the teachers submitted their arrear bills and the payment process had already begun, “the Chief Secretary passed an order in December 2010, directing all the Treasury Officers to stop the payment.”
“We were indeed surprised since majority of the teachers were not allowed to draw the arrears and denied the right which is equally due to all government college teachers,” the note stated. It further said that “the government has willfully segregated the teaching faculty into a privileged few and the deprived majority.”
It added that although the “order smack of arbitrariness,” the teachers maintained a silence with the view that this was a temporary measure. However, it stated that the government has not been able to work out a solution to the matter for 28 months.
The note informed that the All Nagaland College Teachers’ Association had submitted a representation reminding the government to pay the pending arrears within March 31, 2013. However, it added that the government has remained “insensitive” towards the deprived teachers. It further mentioned the Ministry of Home Affairs notification had made it clear to “make the payment and get it reimbursed from the central government in 2/3 installments.”
