Term of JIC probing ULB violence extended again

Dimapur, May 5 (MExN): The term period of the Judicial Inquiry Commission probing the ‘January 31, 2017 incident at Dimapur’ has been extended yet again for six months.   A DIPR report said that the Home Department, Nagaland in a notification stated that the JIC’s period has been extended from 29-01-2018 to 28-07-2018 for submission of the Commission report, after the expiry of its earlier notification extending it for 3 (three) months.   “The Commission report should be submitted by the end of the extended period. Other terms of reference of the Commission would remain the same,” the report added.   The government constituted a three-member Judicial Inquiry Commission (JIC), headed by L. N. Sema, District & Session Judge (Retired), to make a detailed inquiry about the violent incidents that occurred on January 31, 2017 in Dimapur, in which two persons were killed and several others suffered injuries. A one-member inquiry commission initially constituted by the government in the immediate aftermath of the January 31 violence was rejected by the Joint Coordination Committee, which spearheaded an agitation demanding a review and amending the Nagaland Municipal Act 2001, which included 33 percent reservation of seats for women in the Urban Local Bodies (ULB).   Among others, the JIC was commissioned to make a detailed inquiry into the chain of events leading to violent incidents that occurred in Dimapur on January 31, 2017 and the role/involvement of groups/individuals in aiding/abetting it.   It is also examining the cause of death of the two persons and injury to others.   The steps taken and arrangements for dealing with the law and order situation as it evolved in Dimapur on that day and the adequacy, or otherwise of the same are also part of the JIC inquiry.
