DIMAPUR, MAY 26 (MExN): Nagaland Parliamentary Secretary for Civil Administrative Work Division (CAWD), R Tohanba has insisted on “workmanship and quality” while executing developmental works under the CAWD, especially in construction of administrative buildings.
“Since district headquarter complexes, administrative offices and government-run guest houses are the mirrors of infrastructure development in Nagaland; construction works of such buildings should be strictly monitored in regard to workmanship, quality and architecture”, the Parliamentary Secretary said.
The CAWD Parliamentary Secretary recently undertook a whirl-wind tour of all eleven district headquarters, inspecting ongoing construction works under CAWD, assessing the condition of administrative buildings, offices and government accommodations and interacting with district administration officials.
On his last-leg of the tour (May 20-23) covering Phek, Kiphire and Tuensang districts; Tohanba was accompanied by CAWD Executive Engineer, Er. Sungti Amer, and other Junior Engineers.
The Parliamentary Secretary observed that execution of many centrally sponsored or state works were not up to the mark. Tohanba insisted that contractors should execute works with professionalism and sincerity. He urged them to not be solely concerned with getting their bills cleared. He called upon the CAWD engineers to give proper instructions and directives to contractors so that the quality of workmanship is not compromised. He also said that engineers should regularly supervise ongoing works and ensure that projects are completed in time.
The Parliamentary Secretary also observed that implementation and monitoring part of the CAWD was poor as only a handful of engineers were supervising the entire works in all the districts. Till such time as CAWD is upgraded or revamped, it would be good for DCs to nominate some officers to co-ordinate with CAWD engineers at least in district headquarters, Tohanba suggested.
Er. Sungti informed that the government has agreed in principle to both the restructuring of the CAWD and regularization of adhoc employees in a phase-wise manner. During the tour, the CAWD Executive Engineer also informed that construction of the DC complex in Phek was likely to be completed by mid-November this year. Construction of three DC bungalows at Phek, Wokha and Tuensang, in line with the architectural design of the newly constructed DC bungalow at Zunheboto, would also be taken up this year, the EE informed.
The EE further informed that construction works of 14 general administration (GA) rest houses under the Ministry of DoNER (NLCPR) are in full swing. During the Phek tour, DC Phek Anoop Khinchi also took the Parliamentary Secretary for a visit to the newly constructed Children’s Park. At Kiphire, the Parliamentary Secretary and his CAWD team also inspected the DC residence, which was recently ransacked and burnt down by mobs.
On the last day of the tour at Tuensang, DC Tuensang, Mhabemo Yanthan, apprised Tohanba on the administrative requirements including a strong room in the DC office.
