Towards sustainable agriculture in Nagaland

Nagaland is basically an agricultural State and water plays the most vital element for a successful agriculture. The State economy solely depends on agricultural production by the farmers through judicious use of water. It is evident that water is becoming scare due to climate change globally leading to unpredictable drought conditions as due to the fact that almost eight months of the year are dry although there is heavy monsoon during the summer. The Department of Irrigation & Flood Control, Nagaland is therefore entrusted to provide and create infrastructure for irrigation to mitigate the farmer’s need of reliable and sustainable supply of irrigation. With the advent of technology numerous industries have been mushrooming with uncontrollable pollution all over the world causing serious floods during the monsoon and extreme drought condition during the non monsoon season, as such the Department role in providing continuous and assured irrigation has become a vital ingredient in making an Agri-base State like Nagaland, to bridge the gap, for economic prosperity.
State Irrigation & flood control department plays vital role
The main activities of the Department are construction of Irrigation Projects; Groundwater Development, Command Area Development and Flood Management Programme (Anti-erosion/Drainage/Flood Mitigation). The Department also conducts Irrigation Census every five years in consonant with all the States of the country. In addition, the Department undertakes the civil works of Land Record & Survey Department, and Land Resources Development Department Nagaland.
The Department has so far not undertaken any Major or Medium Irrigation project in the State however presently, Dzuza Medium Irrigation Project located under Nuiland Sub-Division of Dimapur District, which will cater to the benefit of 14 surrounding villages is being proposed for funding under AIBP Scheme where the Planning Commission, Government of India has issued the Investment Clearance.
The Department’s main activity is the Minor Irrigation, which is being implemented through AIBP (Accelerated Irrigation Benefit Programme) under the flagship of Bharat Nirman Programme. AIBP has been implemented in the State from 1999-2000 onwards and since its inception, the Department has implemented a total of 1133 nos. of Minor Irrigation Schemes throughout the entire State, creating an irrigation potential of 42208 Ha from AIBP. During 2010-2011, the Department has identified 177 nos. of New Minor Irrigation Projects with irrigation potential of 7953 Ha., covering the entire State of Nagaland. The M.I Statistics of the State is also published once in every five years after the conduct of Census. The Department has successfully undertaken and completed the 4th M.I Census of the State where the irrigation potential created is 103740 Ha.
Besides various programme, the Department has implemented two nos. of projects under Command Area Development & Water Management namely Dzupharu-Kheru CAD in Kohima & Medziphema Bowl CADWMP in Dimapur district and under Flood Management Programme (FMP), the Department has completed five nos. of Schemes. Under the NEC Programme, the Department is implementing one project namely Themezie M.I Project at Chiechama Village, Kohima district and under NLCPR Programme, the Department is also implementing three numbers of projects such as Tsurang Irrigation Project at Longtho Village, Mokokchung district; Utilization of Ground Water through Shallow Tube Well, especially in the foothill areas of the State in Dimapur, Wokha and Mokokchung districts and Integrated Nguiki Irrigation Project at Tenning, Peren district.
Thus, the creation of the Department was by itself the vision of the Government to harness the rich water resource of the State towards sustainable agriculture by means of assured irrigation. The Department continues to uphold the vision with assistance from the Ministry of Water Resources, GOI and the State Government through implementation of the Accelerated Irrigation Benefit Programme.
