Kohima, March 26 (DIPR): A training programme for 'Awareness on Election Expenditure and Monitoring' was held at the Conference Hall of the Returning Officer, Nagaland Parliamentary Constituency & Principal Secretary and Commissioner, Nagaland on March 26. It was attended by representatives of political parties and Expenditure Observer, Sushil Kumar Singh.
The training was conducted by State Level Master Trainer, Dr. Hovithal N. Sothu, who highlighted on various important aspects of election expenditure and monitoring measures. He pointed out the legal provisions for election monitoring including provisions under IPC, 1860 and types of election expenses.
Dr. Sothu said that the expenditure monitoring machinery includes expenditure observers, assistant expenditure observers, flying squads and static surveillance teams, video surveillance teams, video viewing team, media certification & monitoring committees, besides the accounting teams.
He stated that these measures introduced by the ECI are not to be regarded as punitive measures, rather, they are to be taken as deterrent measures only. Sushil Kumar Singh, interacting with the participants said that the expenditure monitoring teams including the expenditure observers can
be approached any time for clarification of queries or doubts.
