TTEx on Nagaland Emergency Preparedness Exercise conducted

Kohima, October 22 (MExN): The Nagaland State Disaster Management Authority (NSDMA) in collaboration with the National Disaster Management Authority (NDMA) organised a Table Top Exercise (TTEx) on Nagaland Emergency Preparedness Exercise (NEPEx), a statewide mega mock exercise on earthquake disaster which is scheduled for October 24, at Capital Convention Centre, Kohima on October 22.

Addressing the inaugural programme, Advisor for New & Renewal Energy and NSDMA, Z Nyusietho Nyuthe said that the main objectives of the NEPEx 2024 is to evaluate disaster response capabilities and the exercise will test the state's ability to response swiftly and efficiently to a Disaster enhance preparedness and awareness. He said raising awareness about the importance of disaster management and capacity building and ensure the standard operating procedure are practice across all sectors multi-stakeholder coordination. 

He added that the exercise will foster stronger collaboration and communication between various stakeholders including Government Departments, civil societies and communities and the mock drill exercise is about preparedness and collective responsibility responding to any emergency given situation.

Nyuthe also said the exercise will foster stronger collaboration and communication between various stakeholders including Government Departments, Civil societies and communities. 

The Advisor also highlighted that the key activities of the NEPEx 2024 will commence with the sounding of an emergency siren across all locations including the state capital and District Headquarters, participants including school, offices will engage in a drop cover and hold drill for two minutes followed by an organised evacuation to pre- identified safe zone. 

Home Commissioners and CEO NSDMA, Vyasan, IAS said this TTEx are very crucial and for that we need to have such kind of mock exercise, mock drills and try and stimulate what happens during the possibility of disaster and how we respond to it. Vsayasan encouraged various stakeholders to come together as a team including Government Departments, civil societies and communities in responding at the time of Disaster or untoward occurrence. 

Lt Gen Syed Ata Hasnain, Member NDMA and Lead consultant (ME & IRS) NDMA. MHA, Major General, Sudhir Bahl (Retd) also took part in consulting Stakeholders from different Government departments on the Disaster management.

Kohima: A coordination meeting and district-level table top exercise was held on October 22 at the Deputy Commissioner's conference hall, Kohima, involving all line departments, NGOs, and stakeholders. The meeting, chaired by DC Kohima Kumar Ramnikant, IAS, highlighted the importance of effective communication, resource mobilization, and rehabilitation during the exercise. He emphasized the need for the drill to be as realistic as possible, though students and civilians will not be involved this time.

ADC Kohima, Rhosietho Nguori, NCS, urged departments to mobilize machinery for search and rescue operations to ensure the success of the exercise. The District Disaster Management Officer (DDMO) Kohima, Thejangulie Zao, outlined the coordination system, noting that observers from the Ministry of Home Affairs, and the Indian Air Force will oversee the exercise. He added that the event aims to provide valuable insights and strengthen Nagaland's disaster preparedness strategies.

Dimapur: In Dimapur, it was organised by the District Disaster Management Authority (DDMA), Dimapur, in collaboration with the Nagaland State Disaster Management Authority (NSDMA), Home Department, at DC’s conference hall, Dimapur. 

The meeting was chaired by ADC and Incident Commander of DDMA Dimapur, Zakabo V Rotokha. In his opening remarks, he welcomed all attendees and encouraged stakeholders to maintain close contact with the District Disaster Management Authority for any clarifications or queries. He stressed the importance of readiness and cooperation in mitigating disaster impacts.

SDO (Civil) & Deputy Incident Commander of DDMA Dimapur, Yanthungbemo Kikon, provided an overview of the finalized incident sites, the appointment of observers, and the Incident Response Teams (IRTs) that would be engaged during the exercise. He briefed the participants on their roles and responsibilities, urging the GBs and other leaders to inform their respective communities about the upcoming earthquake preparedness drill scheduled for October 24, starting at 9:00 am, to prevent unnecessary alarm.

District Project Associate, DDMA Dimapur, Thejavizo Kehie, delivered a PowerPoint presentation outlining the earthquake disaster scenario and NEPEx. The exercise was attended by various stakeholders, including government departments, emergency services, and community leaders.

Longleng: A Table Top Exercise was held at DC's conference hall, Longleng under the chairmanship of Deputy Commissioner Longleng, W Manpai Phom, NCS.

Chairing the meeting, the DC said through the 7th mock exercise in Nagaland, everyone must learn to be prepared at actual situations when earthquakes and other natural calamities happen. He urged all the departments, wards and civil societies to take the exercise very seriously and get involved positively during the exercise.

DPA, DDMA Longleng, Vekuzo Lohe, urged all officials to actively participate during the mock exercise for awareness so as to equip ourselves with capabilities when actual disaster strikes. He also highlighted on the sequence of the mock exercise. 

He spoke on the structure of the Incident Respond System (IRS) comprising of responsible officer, Incident Commanders, Operation Section, Planning Section and Logistic Section and various unit Leads involved. Accordingly, he briefed on the involvement of all line Departments and their roles and responsibilities as per the IRS structure of the district. He added that four incident locations have been identified for the mock exercise.

All line departments and stake holders under Longleng district attended the Table Top Exercise.

Peren: A Table Top Exercise was held at Town Hall, Peren Town under the chairmanship of SDO (C) Hq, Sentilong Ozukum.
Deputy Commissioner Peren, Hiazu Meru in his address said, TTEx is being organised as a prelude event to the Nagaland Emergency Preparedness Exercise (NEPEx) to sensitize the stakeholders for the NEPEx.

He also added, the mega mock exercise on earthquake disaster which is scheduled to be held on October 24 is a preparedness exercise that aims to generate greater awareness among the communities and different agencies on how to establish mechanism for effective response to any disaster. Meru also appealed the Heads of Offices and line departments to give importance of the mock exercise and also carry out their assigned tasks responsibly.

Further, the DC informed that Emergency Operation Centre (EOC) will be set up at Town Hall, Peren Town, while Staging Area at Peren Town, Local Ground.

District Project Associate (DPA), DDMA Peren, Kedigong while presenting the brief overview of the Incident Response System (IRS) Structure through a PowerPoint said, IRS is a mechanism which reduces ad hocism in response through a well-conceived team and it also incorporate all the tasks that may need to be performed during the response. Additionally, he also highlighted the roles and responsibilities of the Incident Response Teams and the earthquake scenario.

During the TTEx, OC Wireless also demonstrated the proper handling of wireless set.

Wokha: Table Top Exercise meeting was conveyed by the Deputy Commissioner Wokha at DC’s conference hall, Wokha.

Deputy Commissioner & Chairman DDMA Wokha, Vineet Kumar, IAS who chaired the meeting appealed all the Wokha District Disaster Management Authority members to actively participate for the success of the exercise.

District Project Associate, DDMA Wokha, Mercy Kithan gave a PowerPoint presentation about the tentative sequence of the activities for the mock exercise.

Tseminyu: A Table Top Exercise was conducted at DC conference hall Tseminyu on October 22. ADC Kikumsangla Jamir briefed on the mock drill scenario.

Mokokchung: A Table Top Exercise was held at ADC Planning conference hall. During the programme, Deputy Commissioner Mokokchung, Thsuvisiephoji delivered in introductory to NEPEx 2024 Multi State Mock Exercise while a power point presentation on Incident Response System (IRS) was presented by Assistant Commissioner, Shreyansee Jain, IAS.

The mock drill scenario and discussion on resource mobilization was taken by ADC Mokokchung, Chumlamo Humtsoe with the members. Nagaland Police Telecom organization (NPTO) conduct a demonstration on operation of wireless set to the members during the programme.

Chümoukedima: A Table Top Exercise sequence meeting was held at the DC Conference Hall, Chümoukedima. The session was introduced by DC and Chairman of the DDMA Chümoukedima, Polan John, alongside Dr Kuzonyi Wideo, ADC & CEO of DDMA Chümoukedima.

The DC said that the exercise aims to test and improve disaster response and coordination capabilities, ensuring preparedness for potential emerged in the State. He urged the Departments to take responsibility for what roles they have given and to make this mock drill a successful one as all the activities will be observed from the Central. 

The sequence of activities planned includes an introduction to the statewide mega mock exercise, followed by a detailed briefing on the mock drill scenario, observer and self-assessment formats, and the site-in-charge format. An additional briefing on the search and rescue operation will be conducted by the Operation Section Chief (OSC).

The event will also feature a wireless set demonstration led by OC Wireless and a discussion on mobilization strategies.

Noklak: Table Top Exercise was held at DC’s conference hall, Noklak. SDO (Civil) & CEO Noklak, Vikhoto Richa gave the introduction to NEPEx & Incident Response System (IRS). He briefed on mock drill scenario scheduled on October 24. He highlighted the roles and responsibilities of various stakeholders involved in managing disaster as per the Incident Response System flowchart.

DPA, DDMA Noklak, Tanghiu highlighted observer/self-assessment format and site incharge during table top exercise.

Tuensang: Tuensang DDMA convened a Table Top Exercise cum preparatory meeting at DC’s conference hall, Tuensang
Deputy Commissioner Tuensang, Lithrongla Tongpi Rutsa (NCS) during the meeting highlighted the role and responsible of the various departments participating at the mock drill exercise. She also expressed that all the concern officers to actively participate and also to be prepared and coordinate one another for the smooth conduct of the mock drill exercise.

Zunheboto: A Table Top Exercise was held at DC’s Conference hall, Zunheboto. Deputy Commissioner & Chairman DDMA Zunheboto, Rahul Bhanudas Mali said that the simulation event is to assess the preparedness of all the concerned departments and resource availabilities in the district for assistance at times of impending natural calamity/disaster occurrences. He further appealed to all line departments to participate with sincerity. 

The DC through a circular informed to the citizens of Zunheboto town and neighbouring villages that, there will blowing of sirens in the wake of mock drill in different locations on October 24 from 9:00 AM onwards and therefore, no citizens should panic or convey false assumptions of the blown sirens.

Mon: The DDMA Mon conducted a Table Top Exercise at DC conference hall Mon. Deputy Commissioner Mon, Ajit Kumar Verma, IAS briefed the role and functions of each department and urged them to be responsible in their assigned duties. ADC Hq Mon read out the tentative sequence of activity for the Mock Exercise on October 24. The house actively participated in the Table Top Exercise and was well prepared for the mega mock earthquake exercise.

Niuland: A Tabletop Exercise was conducted at DC Conference Hall, Niuland under the chairmanship of Deputy Commissioner and Chairman, DDMA Niuland, Sara S Jamir. 

ADC Niuland, S Athsangla, briefed on the mock drill scenario and appraised that the exercise will take place at three sites and main staging area will be at Public ground, Niuland Town. 

The DC & Chairman, DDMA requested all concerned departments involved in the mock drill to actively participate for the successful conduct of the mock exercise. The Table Top Exercise was attended by various departments and stakeholders in Niuland district, ensuring a collaborative and coordinated approach to disaster preparedness.
