ULFA signed peace accord: A feather in crown of Himanta

Relief to Microfinance Loanees, Covid Vaccination, War on Drugs, Mega Bihu celebration, The Amrit Brikshya Andolan, Khel Maharan, Sanskritik Mahasangam, UNESCO nomination of Charaideo Maidans, The Atmanirbhar Assam Abhiyan, Boost to road networks and critical infrastructure, Control over Muslim infiltration and a dozen more are some of the major achievements of Himanta Biswa Sharma.  The historic tripartite Peace accord was signed on Friday, December 29, 2023  between the pro-talk faction of United Liberation Front Assam (ULFA), Central Government and Assam Government bringing to an end over four decades old insurgency in Assam state. This achievement is another feather in the crown of Himanta Biswa Sharma and a lesson to Naga leaders in Nagaland where Naga insurgency has crippled whole of the Naga society of not only Nagaland but also of Manipur. Naga political leaders are not yet successful to bring Naga insurgent leaders to a negotiating table which Himanta Bishwa Sharma has done.   

Union Home Minister Amit Shah, Assam Chief Minister Himanta Bishwa Sharma and 16 leaders of pro-talk faction of ULFA headed by Arabinda Rajkhowa were present during the signing of the peace-agreement at the Ministry of Home Affairs at North Block in New Delhi. Modi Government is successful in signing nine peace-accords and border agreements in last five years in NE region giving to peace a chance to return.

During Congress rule, some agreements were done but none was implemented. But Modi Government has been sincere enough in implementing each clause of every agreement so far giving trust to insurgent leaders. This time also Amit Shah declared – “We will implement every clause of this agreement in a time-bound manner. The Home Minister will constitute a committee to monitor the execution of the agreement. We will provide a package to the Assam government besides the approval of several mega schemes for the state under this agreement.”

The 85 percent of the area under Armed Forces Special Power Act (AFSPA) has been withdrawn from Assam. Assam Chief Minister Himanta Bishwa Sharma thanked Prime Minister Modi and Home Minister Amit Shah for their relentless guidance to Assam in bringing back peace. He said, “This agreement will take Assam a few more steps towards development and prosperity. The Centre and State government will have to implement the clauses the agreement jointly.”

The militants numbering around 8,200 including 726 cadres of ULFA have come over-ground with this accord and joined the national mainstream. A long list of pending political, economic and social issues concerning Assam besides providing cultural safeguards and land rights to native people, have been incorporated in the accord.

The extremist section of ULFA led by Paresh Baruah is not a party to this agreement as he did not agree to the benefits ensured in the accord by Central and State government.
