Dimapur, July 30 (MExN): The Governor of Nagaland is appealed to by the Educated Unemployed Union of Nagaland to intervene and address various points of employment for the unemployed.
A representation is forwarded to the Governor by the union where anomalies and points needing redress are highlighted. The representation informed that vacancies that arise in the government departments are filled without floating advertisements. Persons with political and bureaucratic back-up are the ones who benefits from them while deserving and genuine aspirants are deprived of the opportunity, the union lamented. To redress this, the union suggested that a “Departmental Staff Selection Board” be established to check any back-door appointments. This board shall be entrusted with advertisement, conduct of examinations to select the best candidates to fill up the vacancies etc., while gazette post can be referred to the NPSC.
Further, the union proposed setting up of a “State Self-Employment Board” to be a conduit where the educated unemployed youth can be given self-employment opportunities in various sectors of livelihood. The union explained that it is not possible for the state government to offer jobs to all the ever-increasing number of educated unemployed youths. The alternative to employment is self-employment, the union explained to the Governor. “The government is well-aware of the unexplored self-employment opportunities in industrial and agriculture and allied sectors in Nagaland. The state has the sufficient youth resources to fill up the vacuum in the said sectors which are weak in the initial stage” the union stated.
The union also called for extension of the age-limit for service entry and superannuation. The number of over-aged educated unemployed in Nagaland has increased. After completion of higher academic qualifications, the youth are compelled to waste a good number of years seeking jobs in the government sector. The age-limit for entry must be extended by five years from 30 years to 35 years, the EUUN suggested. Relatively, in Nagaland the current superannuation limit is 57 years which is less than that of other states like Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Bihar and Uttar Pradesh while all-India service is 60 years.
In this regard, the union, suggested, the corresponding 3 years should be extended for superannuation/retirement, from 57 to 60 years. Earlier in March, 2006, the EUUN had submitted a memorandum to the Prime Minister of India where six points were highlighted. The points were demand for allocation of fund for generation of employment opportunities for 25, 000 educated unemployed youths, a demand for 100% reservation for vacancies in the grades II, III and IV jobs to indigenous local youths, setting up of a self-employment training institute, grant-in-aid to farmers, grant-in aid for the educated unemployed and allocation of fund for upgrading the IT sector.
