Minister for School Education & Parliamentary Affairs, Tokheho Yepthomi today said there is a standing order from the Ministry of Human Resource Development, Government of India that all untrained elementary teachers have to be trained on or before March 31, 2019 as per the Parliament Amendment at Section 23 (2) of the Right to Education.
“It is a mandatory that no untrained teachers will be allowed to continue in service including the government aided private schools/private schools beyond 31/3/2019,” said Yepthomi while addressing the 2nd All Nagaland Government School Teachers Conference here at NBCC Convention Hall, Kohima.
He said if any teacher cannot undergo training in line with the directives of MHRD (GOI), it will be better for those teachers to go on voluntary retirement.
The Minister also said the fate of 1, 379 Hindi teachers has become a big issue as the MHRD has terminated the scheme from April 2017. “The department is seriously examining how to absorb these teachers,” he stated.
The Minister further said that all teachers, school education boards and village councils shall have to undertake in writing not to keep proxy teachers and also not to ask to be attached in various offices.
“Bear in mind that the teachers are appointed to teach the students and not work as ministerial staff,” he said. In Nagaland, the Minister lamented that almost all departments have officers and employees who prefer to retire only from Dimapur and Kohima.
“This trend only shows the nuisance and insensitivity about the persons and their poor attitude towards their colleagues,” he said adding that the fabric of the country is woven by equal rights for all citizens and employees and should be the rights for all working employees in this department.
On the transfer and posting of employees in the department, the Minister said that time has come to frame rules so that “we don’t blame one another and also do away with the undue advantage and privilege to some who are so selfish to stay in particular place only.”
“Over the past few years, our state has compromised the interest of many other districts… we have to seriously introspect and deliberate on the ailments of the department on this issue,” he added.
Regretting that the outcome of HSLC and HSSLC examination results in government schools were not satisfactory over the past years, the School Education Minister said that one of the main causes for this is the shortage of Science and Math teachers in many schools.
He assured that Science and Math teachers will be provided within the next few months.
