Kohima, August 7 (MExN): Secretary, Transport Department Kenilo Apon while launching the Sarathi 4.0 at Regional Transport Office, Kohima on August 7 said that the digitization in the working system of the department is a big initiative and expressed his appreciation that our state is at par with the other states especially in the IT sector. Apon assured that he will give all the support so that while discharging the duties any hindrance to their effort in development will be looked after.


He briefed that the Ministry of Road Transport and Highways (MoRTH) has entrusted National informatics Centre (NIC) with the task of standardizing and deploying two software, VAHAN for Vehicle Registration and SARATHI for Driving Licenses and of compiling the data with respect to Vehicle registration and driving license of all the state in state register and national register. The applications VAHAN and SARATH were conceptualized to capture the functionalities as mandated by the Central Motor Vehicle Act, 1988 as well as State Motor Vehicle Rules with customization in the core product to suit the requirement of all 36 States and Union Territories. Nagaland adopted the National software Vahan 2.0 for Vehicle Registration and Sarathi 1.0 for Driving License in the year 2008, he added.


He highlighted that Sarathi 4.0 is an upgraded web based application for driving license which is more transparent and citizen friendly system, enhanced range and quality of citizen -centric services, availability of real- time information on full transport data, improved security, integrity and availability of critical data, resolves data quality issues such as inconsistencies and duplications, better reporting analytics and other information services, consistent data sharing with external stakeholders, seamless integration with Gate-ways (Payments, SMS), multi-device and multi lingual compatibility.


STD & ASIO, NIC Nagaland State Centre, Lanusungkum Aier introducing the history of Sarathi, said that it was introduced in the country in the year 2002 and in Nagaland (NL01) by the year 2008 which was offline mode/ distributed system in Client Server Technology with all parameters are Standard as per CMVR 1989 and MV act 1988.


He mentioned that the upgraded Sarathi 4.0 version has many advantages since it is a complete web enabled version, centralized data base on the cloud, complete work flow based and facilitates all licensing activities through pc and mobile platform- internet connectivity. 


He stressed on Vahan 4.0 which is a web based online application for issue of Vehicle Registration Certificate. This application is hosted centrally, at the National Data Centre, New Delhi and eliminates the need for local infrastructure at Regional/District Transport Level offices, thereby saving time and money required for day to day maintenance of the same. This system also minimizes the footfall of the applicants at the RTO/DTO office. By launching this web-enabled online application, the real-time availability of vehicle details/information will provide quality of service delivery to the citizen's, government department and Stake holders. Since there will be one single database for the whole country, there will be ease of data sharing between DTOs/RTOs/States and minimize issue arising due to database manipulation.
