The Urban Development Department received a total of Rs 140.53 crore under the Centrally Sponsored Schemes for 2019-2020, according to the annual administrative report of the department.
According to the report, the Department received Rs 120.21 crore under the Atal Mission for Rejuvenation & Urban Transformation (AMRUT) covering 27 projects in Kohima and Dimapur, its two mission cities. However, the report made no specifications of the 27 projects except 8 pictorial activities (ongoing) namely: Park at Landmark Colony, Dimapur, Children's park at New Reserve, Kohima, footpath Construction in Dimapur, Cesspool vehicle for Dimapur, Construction of drainages at Forest colony, Naga Hospital, SKV petrol pump Bouzürü, CRSM Drainage from NH-2 to Lower AG colony, Kohima.
The Department received Rs 4.27 crore under the Swachh Bharat Mission (SBM) where it has informed in its annual administrative report that 6386 individual toilets, 428 units of public/community toilets in 19 ULBs are under various stages of completion during the financial year 2019-20. "A total of 11 Tata mobile pickups were provided to the ULBs for collection and transportation of waste," stated the report.
Under the 10 percent lump sum provision scheme for the development of NER, which will wind up in March 2020, the department received Rs 12.63 crore for infrastructural development through the Ministry of Urban Development and Ministry of Housing and Poverty Alleviation. According to the report, till date, 61 projects have been sanctioned and implemented through various departments. Out of this, it said 39 projects are completed while others are ongoing. Again, no specifications of the projects were highlighted.
Although the report mentions about the deadline in March 2020, the Department states, "As of 2019-2020, there are 7 ongoing projects under the Urban Development Department. The ongoing projects could not attain much progress owing to non receipt of the State Share which is 10 percent." Only two projects i.e. the Integrated Housing & Slum Development at Kezocha Town and RCC T-Beam Bridge over Dhansiri River, Dimapur are under "commendable progress".
Rs 3.42 crore under the Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM) was alloted to the Department. Under this provision, the report states that the department has organised Social Mobilization & Institution Development (SM&ID), Capacity Building and Training, employment through skill training and placement where it has trained and certified 8770 and placed 3500 in wage employment and self employment. Under this Mission, the Department states that one shelter for the urban homeless has been completed in Dimapur with 50 homeless persons presently occupying the home. A patient attendants’ lodge has also been completed in Mokokchung Civil Hospital, which can accommodate 30 persons.
Under the State schemes, the department currently has been allocated three ongoing projects for construction of the Directorate Annexe building (Rs 1 crore), Kiphire office building (Rs 0.50 crore) and the Urban Infrastructure Development Scheme (Rs 1.50 crore).
