Urban Outcomes Framework 2022: KSCDL appeal for active participation

Kohima, August 9 (MExN): The Kohima Smart City Development Limited (KSCDL) has appealed to various stakeholder departments and the citizens of Kohima to cooperate and actively participate in the Citizen Perception Survey, which aims to obtain and incorporate the views of the citizens regarding the services provided by their city administration.

On Tuesday, the KSCDL informed that Kohima Smart City is initiating the process of collection of data pertaining to Kohima City from various departments, agencies, organizations, as part of the Urban Outcomes Framework (UOF) 2022.

The OUF covers various initiatives including the Municipal Performance Index (MPI), Climate Smart Cities Assessment Framework (CSCAF) and Data Maturity Assessment Framework (DMAF), and the Ease of Living Index (EoLI), of which, the Citizen Perception Survey is a component.

It said that data for these frameworks were collected at different times and cycles, thus having issues like overlapping, duplicity and more time and effort being expended in the exercise; and as such, the UOF aims to democratise data by making it accessible to all urban stakeholders in the Government, academic institutions, citizenry and industry- the ‘quadruplehelix,’ the KSCDL explained in a press release.

Through the OUF, data across 14 sectors including Demography, Economy, Education, Energy, Finance, Environment, Governance &ICT, Health, Housing, Mobility, Planning, Safety and Security, Solid Waste Management, Water and Sanitation, covering 442 data points, will be streamlined so that there is an increased focus on data collection and disaggregated data can be analysed and used for ranking by domain experts, it said.

Among the initiatives within UOF 2022, it said that the Ease of Living Index presents itself as an evaluation tool that reflects the ease of living in Indian cities. It seeks to examine the impact of urban development programs and the quality of life and economic and social opportunities available to the citizens. The Index is a composite measure of the processes and outcomes that affect the lives of people.

It measures the ease of living across three pillars: Quality of Life, Economic Ability, and Sustainability. The index is further strengthened by a fourth pillar, the Citizen Perception Survey, which aims to obtain and incorporate the views of the citizens regarding the services provided by their city administration, the KSCDL stated.

It said that the citizen perception survey carries 30% weightage and will involve interaction or collection of citizen opinion through various means such as primary surveys, campaigns, social media/ print media notifications, billboards/ hoarding posters, and other innovative ways to create awareness among citizens to actively participate in the perception survey.

In this connection, it informed that the submission dateline for UOF is September 15, 2022, and appealed for cooperation and active participation from various stakeholders, in order to put Kohima in a fair ranking.
