‘Utilise efficient government servants’

Assembly passes government employee (transfer & posting) bill

Kohima, July 11 (DIPR): The State Assembly today passed the government bill ‘Nagaland Government Servants (Transfer & Posting) Bill, 2009. The bill states that there are government servants who possess a combination of qualities such as professional competency, integrity, and devotion to duty, which constitute the bulwark of the efficient administrative machinery of the state government. Invariably, the accomplishments and success of policies and schemes of the government for development and otherwise, is wholly dependent on the promptness and probity with which they are implemented by these officials. “It is observed, unfortunately, that a certain degree of indolence and inefficiency has permeated into the various levels of the government and therefore it has become essential that urgent measures are adopted to streamline and tone up the administration,” the bill states.

With this objective in view, the bill states that a feasible and practicable concept requires to be formulated with which efficient and dutiful government servants are suitably utilized. It states that the state government considers it expedient to introduce a bill to transfer any government servants and to post him against any ex-cadre post in any government department, public sector, undertaking corporation or company, owned by the state government subject to the conditions provided in the bill. A financial memorandum of the bill states that its provisions are to regulate transfers and posting of in-serving government servants to ex-cadre posts under the state government. For this, implementing the provisions will not cause financial expenditure from the consolidated fund of the state.
