Village Councils issuing Permanent Resident Certificates to non-indigenous persons: NSF

Kohima, September 24 (MExN): The Inner Line Regulation Commission of the Naga Students’ Federation (NSF-ILRC) today alleged that certain Village Councils and Village Goan Buras have been issuing Permanent Resident Certificates (PRCs) to non-indigenous persons within their jurisdictions.

In this connection, the Commission categorically asserted that while Temporary Resident Certificates (TRCs) may be allowed for administrative purposes, issuing PRCs to non-indigenous persons is not permissible and violates the spirit of the Inner Line Pass (ILP) system. 

It further urged all individuals or bodies involved to immediately desist from such actions.

The NSF-ILRC also raised concerns over reports that some individuals have been harassing non-locals under the guise of conducting ILP checks. 

No individual or group is authorised to carry out such checks unless empowered by the competent authority, it stressed, terming the any unauthorised actions “condemnable” and calling for immediate discontinuation of such actions. 

The Commission further highlighted the recent Government of Nagaland’s Landowner-Tenant Registration App as a tool to support proper ILP enforcement.

To this end, it directed all federating units to ensure house owners renting premises to non-local tenants register their tenants through the app, and urged authorities to take strict action against defaulters.

The NSF-ILRC reiterated its commitment to safeguarding the rights and interests of the Naga people while ensuring fair and lawful treatment of all non-Naga residents in accordance with the Bengal Eastern Frontier Regulation, 1873.
