Moatoshi Longkumer, the Nationalist Democratic Progressive Party (NDPP) candidate for 2 Dimapur-II Assembly Constituency, addressed a rally in Indisen on February 14. Longkumer spoke about his vision to transform Dimapur into a peaceful and clean city, a city which promotes sustainable livelihoods and people co-exist in harmony. He though maintained that he can work on his development vision only if he is elected.

Highlighting his priority to empower the youth in Nagaland, he expressed concern over the high rate of unemployment among the educated youth in state. According to him, such a scenario has potential to
lead to a future where the youth takes up arms. “I will endeavour to empower the youth by providing them opportunity through skill various development initiatives,” he said, while adding that sports and the arts are two priority areas where he has set focus. The sports sector, he said, lacks promotion and incentives and as such, he pledged to work towards the prospect of providing scholarship for sportspersons, besides organising sports tournaments.

Furthermore, Longkumer promised to pave all the colony roads in a phased manner if elected. He also proposed an initiative to introduce the concept of “town hall meeting” at regular intervals, which he said will be the first of its kind in Nagaland. According to him, such meeting will provide citizens opportunities to interact with the MLA, while ensuring that no one is deprived of the opportunity from interacting with the local MLA.

Longkumer also spoke about the re-emergence of drug abuse in Dimapur, stating that it needs to be checked and nipped in the bud. He called for public intervention in controlling the menace and suggested forming "colony watch" to address the issue.

Supu Jamir, Longkumer's former opponent, who is now supporting his campaign, addressed the crowd, acknowledging that he initially refused to step aside for Longkumer but ultimately decided to sacrifice his candidacy keeping in mind the interest of the constituency and the state as a whole. Jamir urged young Nagas to redefine politics and not view it as a business.
