‘We are capital crunch state, not resource crunch’: Nyuthe in Nagaland Assembly

Says high time to look into article 371(A) Clause IV

Nagaland NRE & NSDMA Advisor Z Nyusietho Nyuthe said that as per the Survey Report on Employment, Unemployment, Skill and Migration in Nagaland 2025 by the Directorate of Economics & Statistics, the state’s employment rate is 83.92%, with an unemployment rate of 16.07% which is higher than the National Unemployment Rate which stands at 5%.

No country in the world can afford to employ all its citizens in government job or public sector. Today, Micro, Small and Medium Enterprises is playing a vital role for economic growth especially in home-based production, food processing, handloom and handicraft, Nyuthe said at the ongoing 8th session of 14th Nagaland Legislative Assembly (NLA) on March 10.

“Most of us use to talk that we are resources crunch state, yet to me, we are capital crunch state and not resources crunch,” Nyuthe observed.

Touching on Article-371(A) particularly Clause IV- Ownership and transfer of land and its resources, he said, “My understanding is we cannot transfer our land and its resources to other people yet we can make use of it for our own benefit. Despite of rich mineral resources, we hardly have any industry where we can employ our youths.”

For addressing unemployment issues, he stressed on the need to train the youths in the field of masonry, plumber, tiling, electrician and mechanic in the all District Headquarters in order to absorb in the construction sector.

He also stressed on the need to check the benami business practices in Nagaland in order to employ Naga youths, create an atmosphere of mutual trust amongst the Nagas and include one manual job oriented subject in the school curriculum from Class-5 till Class-12.

“It is high time for us to look into the Clause-IV of Article 371(A) and explore mineral resources for the optimum benefit of the state government and the landowners,” Nyuthe suggested.
